Southeast Regional Expert Team (SE RET) Coordinator for Substance Abuse Prevention (Project Director I)

Funded by the Substance Abuse and Mental Health Services Administration’s Center for Substance Abuse Prevention (SAMHSA/CSAP), the CAPT provides training and technical assistance to prevent and reduce substance abuse and associated public health issues across the lifespan. The CAPT assists CSAP grantees— including States, Jurisdictions, and Federally-recognized Tribes and tribal entities— in the process of using epidemiologic data to inform the selection, implementation and evaluation of evidence-based practices and programs. The CAPT combines centralized core capacity with a decentralized regional network system comprising five Regional Expert Teams (RETs) located in across the United States.
The Center for the Application of Prevention Technologies (CAPT) in the Health and Human Development Division has an opening for a full-time Southeast Regional Expert Team (SE RET) Coordinator. The SE RET Coordinator will report to the CAPT Director based at EDC in Newton, MA and the Principal Investigator (PI)/Chief of Data and Evaluation.
FUNCTIONS - The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.
In this leadership position within the newly integrated CAPT system, the SE RET Coordinator will possess a solid grasp of public health concepts and theories of change as they relate to substance abuse prevention and related health issues. The SE RET Coordinator will:
• Provide in-depth expertise in the application of evidence-based substance abuse prevention strategies;
• Manage the entire SE CAPT team, consisting of an Associate Coordinator, Epidemiologist, Evaluator, Training and Technical Assistance Specialists and Coordinator, IT Specialist, and an Administrative Assistant.
• Ensure that funds are used apporopriately, all deliverables are met, and that tasks are completed on time and within budget;
• Manage the SE CAPT budget of approximately $1.2 million annually.
• Ensure effective communication and coordination of activities across the Southeast region.
• Meet with prevention officials situated in the 12 States and jurisdictions in the Southeast region within the first quarter to assist them in developing data-driven substance abuse prevention plans and strategies.
• With assistance from the Regional Evaluator, submit annual work plans for each State and jurisdiction and a summary of T/TA themes across States and State Epidemiological Workgroups.
• Provide direct T/TA services to States and jurisdictions, and their local clients.
• Assign staff to serve as lead TA providers for specific States, and grantees.
• Work closely with the Chief of T/TA at EDC to select appropriate delivery methods for T/TA (i.e on-line training, face-to-face) for specific T/TA events, as necessary.
• Be responsible for ensuring that all data on T/TA services within the region are entered into multiple web-based databases accurately and in a timely manner.
• Participate in face-to-face meetings with the funder, Core CAPT staff at EDC, and attend collaborative meetings and/or workshops with key entities.
• Convene and facilitate regular Regional Technical Expert Panel meetings within the region, in collaboration with Core CAPT staff to provide guidance and insight into the development of regional service delivery plans. Panelists include representatives from each State and Jurisdiction in the region.
• Participate in regularly scheduled, bi-weekly project management meetings with the funder and other key CAPT staff across the country.
• Be responsible for ensuring efficient and effective internal communications among SE Team and with Core at EDC;
• Write monthly and other regular reports as required by the funder and the Core CAPT staff.
• Oversee financial management of the RET in collaboration with other EDC staff.
• Hire and train new staff as necessary.
• Be responsible for forecasting and budget development
• Generate additional work for EDC through business development efforts
• Use and be open to learning new technologies (e.g., webinars, online meetings) to enhance the RET’s ability to extend its service delivery capacity.
• Select expert consultants that meet the needs of clients to enhance capacity of SE team.
Extensive travel throughout the region and the SE RET Coordinator may also participate in cross-HHD activities as necessary.
QUALIFICATIONS - This position requires expertise in the science of substance abuse prevention, methods of diffusing research to practice, effective social marketing and communication skills, human resource and financial management skills, and effective use of technology. The SE RET Coordinator must be able to manage and build a strong collegial team; make effective presentations at conferences; write clearly and professionally; and have a strong track record of providing training and technical assistance to States and communities.
Specific requirements:
• Master’s degree or equivalent combination of training and experience required in a related discipline
• PhD or equivalent in a related discipline desirable
• 6–9 years related experience, with at least 5 years in evidence-based substance abuse prevention and project management experience, including budget responsibility and staff supervision
• Demonstrable leadership skills
• Excellent analytical skills and aptitude for details
• Commitment to cultural competence within the staff and services delivered across the region
• Strong understanding of electronic training and technical assistance methods
• Strong evaluation skills are considered an asset
• Ability to speak Spanish is not required but is considered an asset
• Willingness to travel frequently
Additional Qualifications:
Key personnel must reside in the Southeast Region comprised of Kentucky, Tennessee, Virginia, North Carolina, South Carolina, Georgia, Florida, Mississippi, Alabama as well as Washington, DC, Puerto Rico, and the U.S. Virgin Islands.
