Description:

The mission of the Palo Alto Institute for Research and Education, Inc. (PAIRE) is to facilitate research and education activities conducted at the VA Palo Alto Health Care System (VAPAHCS). The range of research activities is broad and includes special emphasis on biomedical, health services, rehabilitation engineering, mental health and geriatric research endeavors. We also support various educational instruction or other learning experiences of benefit to employees and veterans.

PAIRE, a nonprofit foundation affiliated with the Veterans Affairs Palo Alto Health Care System (VAPAHCS), is seeking a Clinical Research Program Manager to provide programmatic support to the Defense and Veterans Brain Injury Center (DVBIC) team both administratively as well as clinically. DVBIC’s mission is to provide veterans with national and local activities through state-of-the-art rehabilitative care, innovative clinical research initiatives and educational programs. The employee functions as a liaison between local and national DVBIC activities providing administrative expertise regarding the DVBIC groups activities to Polytrauma Rehabilitation Center and Network Sites’ colleagues, case managers and military representatives.

Duties:

Responsible for providing administrative program oversight, such as, budget and accounting, space management, personnel management, and purchasing;
Makes independent decisions, as appropriate, on administrative, personnel, and managerial issues based upon objectives and/or established policies of the program;
Assists with the development and formulation of Fiscal Year budget requests. Executes and manages the budget as a whole and for individual projects within the program;
Coordinates purchase orders to ensure processing and availability of funds, as well as shipment, delivery, and receipt of supplies;
Submits annual Technical Reports and Progress Reports to DVBIC headquarters and/or sponsoring foundation;
Provides personnel management in the following areas: directs the recruitment process with written job descriptions following PAIRE procedures; participates in hiring and termination; provides personnel supervision, as appropriate for direct staff and counseling to meet desired outcomes;
Submits site’s monthly reports of clinical progress, research activities/progress and updates and site’s educational and care coordination activities, including media reports and site visits;
Maintains and/or coordinates well-designed databases and documentation for sponsoring companies and regulatory agencies, i.e., IRB, VA R&D and USAMRMC, in a secure protected office environment for clinical reporting and statistical purposes resulting in developing state of the art clinical programs;
Responsible for or coordinates regulatory compliance; travel coordination; and meeting/course coordination;
Responsible for or delegation of new protocol submissions, renewals, and any revisions of all research protocols and the prompt reporting of unanticipated events to IRB/other regulatory boards, including updates on VA Research Administration website with annual progress reports;
Collaborates with PI to develop and execute program goals and management plans; assists PI in periodic management reviews to ensure compliance with plans;
Facilitates information flow among Site Directors and Principal Investigators (PIs), clinical staff, program staff and Headquarters;
Responsible for organizing input on DVBIC national conference calls by obtaining/coordinating the information from the local DVBIC team and reporting during the conference calls;
Assists with the preparation of requests for proposals and participates in the grant application process and manuscript writing;
Assists the clinical team in the preparation for JCAHO and CARF accreditation surveys, as needed.

Requirements:

Clinical background, medical knowledge/education (e.g., RN/MSW) desired but not required;
Ability to coordinate many complex systems and programs at the same time;
Ability to work independently but also function as a team member;
Ability to use sound judgment in solving problems;
Preferred knowledge of clinical research and VA Health Care System;
Excellent communication and interpersonal skills;
Good managerial and leadership skills;
Good mathematical and analytical skills;
Working knowledge of computer programs;

Some exposure to statistical analysis;
Working knowledge of office automation;
Writing skills for concise, accurate reports;
Organized, with good time management skills.
