BACKGROUND:
The Youth Policy Institute (YPI) is a dynamic not-for-profit organization serving the needs of low-income youth and their families throughout Los Angeles. YPI operates a variety of programs supported by various city, state and federal funding agencies, including: Day Labor, Family Development Network and Valley Family Technology Project (City of Los Angeles), Computer Literacy and Training (CETF), Physical Education and GEAR UP (US Dept. of Education), Pre-school and After school Programs (CA. Dept. of Education), AmeriCorps (California Volunteers/NCLR), Bert Corona and Monseñor Oscar Romero Charter Middle Schools, Supplemental Educational Services, and others.

SUMMARY
Under the direct supervision of the director of workforce and adult education services, assistant director is responsible for overseeing the implementation of the all program pertaining to the department and ensuring adherence to program regulations.

ESSENTIAL FUNCTIONS
• Provide support to all project managers to help set and reach annual program goals, compile data and generate program reports.
• Oversee implementation of Workforce and Adult Education program and compile finding in written format for reporting process as appropriate.
• Generate reports and submit in accordance to funding requirements.
• Ensure program compliance with funding requirements.
• Participate in meetings and other relevant events with partnering organization.
• Manage reporting and compliance system.
• Ensure the timely submission of all required reports-both financial and programmatic-and obtain supporting materials from program staff.
• Plan job placement strategies for youth. Secure partnerships within Health Care sector to provide job opportunities/placements for youth. Oversee the job development efforts of job developer and career counselors.
• Work closely with Director and partnering organizations in order to meet program objectives and identify additional resources for department.
• Create and implement policies and procedures by which to carry out program activities.
• Provide training and support to staff.
• Monitor timekeeping of program participants.
• Prepare for potential compliance reviews and respond to inquiries and/or findings.
• Respond to program participant concerns in a timely and respectful manner through Grievance Procedures.
• Keep up with changes in directives and bulletins from City of L.A.
• Fulfils Director’s responsibilities in the absence of the Director

Schedule
Monday through Friday, 9:00 a.m. – 6:00 p.m., however some evenings and weekends will be required

Additional Qualifications:

SKILLS & QUALIFICATIONS
• Bachelors Degree in psychology or closely related field preferred but not necessary.
• Excellent written and verbal communication skills a must.
• Ability to multi-task and prioritize.
• At least two years of paid experience in Workforce or Training program.
• Bi-lingual (English/Spanish) preferred.
• Self-starter, organized and detail oriented.
• Skilled in program development and execution.
• Ability to assess programs and revamp if needed to meet program goals and requirements
• Demonstrated ability to work effectively as a team member.
• Experience working with individuals of diverse ethnic backgrounds.
• Strong computer skills a must.
• Professional demeanor and strong interpersonal skills.
• Supervision experience required.
• Excellent verbal and written communication skills; outstanding interpersonal skills, great networking skills. Excellent customer service skills.
• Successful candidate will posses strong problem-solving ability and decision-making
• Ability to maintain extensive records, manage heavy paperwork collection.
