1.0 EXECUTIVE SUMMERY.
The proposed Sustainable Organic Farming System Promotion in the selected villages of Karagwe District is a three(3) year project commencing from January 2009 to December 2011.The project shall cover 10 villages of Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi,Ibamba and Ruhita. Both ten villages are from Karagwe District.
The main aim is empowerment of at least 430 households in enhancing food security and sustainable management of their key natural resources through sustainable products of food and proper preservation and storage in ten villages of Banyambo kingdom(Land).
The project implementation and control will be fully participatory and the existing/formed community based organizations and organic farming farmers groups will be the main implementers and owners of the project outputs. This will create a mutual understanding , responsibilities and sustainability of the project interventions.
KANRRDO in collaboration with project team, the government, community and other stakeholders will play a role execution and facilitation in order to attain the project goal and objectives.
The project team shall comprise of two field staff ( a coordinator who is an agricultural officer and assistant agricultural officer), a driver and supporting 4 village animators. The project coordinator shall also be responsible for administration support, communication and networking with other organizations and institutions. There will be staff capacity building on methods and tools for communication and facilitation including other relevant subjects. For the smooth and effective running of the project, a new vehicle, tractor , a digital camera, laptop and four bicycles for village animators will be required.

1.1 INTRODUCTION
This proposal describes the main strategies and activities to be undertaken by KANRRDO in collaboration with the targeted communities in the ten villages of Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi,Ibamba and Ruhita both from Karagwe district. The collaboration will include other stakeholders within the district responsible and even outside the district without forgetting donor partners the Idealist in particular. The interventions to be taken aims at improving the standard of living of communities mentioned both from the district.

1.2 KANRRDO BACKGROUND INFORMATION.
The Karagwe Agricultural, Natural Resources and Rural Development Organization(KANRRDO) is a Karagwe-based Non-Governmental organization(charitable organization) whose registration number is SO.13050 under the societies ordinance,1954.It was dully established by 56 members(30 female and 26 male)in 2004 and registered in Dar es salaam on 04th day of march,2005.KANRRDO office is situated in Karagwe township, Ruhinda street. The KANRRDO operates its activities in the villages of Karagwe District in the north south western Tanzania. The KANRRDO now serves one district of which is in Kagera region.
The area covered by KANRRDO is prone of food shortage due to prolonged drought, land degradation, refugees, poor crop and animal husbandry among other things. As a result of this KANRRDO has been distributing relief food storage techniques since 2004. Food relief in this region has also been the concern of other stakeholders including OXFAM, ACORD,WFP,CARITAS and the government itself to mention a few. Food aid not being a sustainable solution, the KANRRDO initiated various food security and nutrition programs aimed at facilitating communities produce their own food. In 2005 first food security project was introduced in one village of Karagwe District up to 2006 with great success. It was funded by KANRRDO’S membership subscriptions.
The KANRRDO mission and vision has remained the same since officially establishment in march 2004 to perform development functions within the area of jurisdiction.

KANRRDO mission:”To safeguard natural resources and contribute to agricultural development with a view to facilitate a development process for the people to enable them to meet or address their needs in a sustainable way.
1.3 GOVERNMENT
The government of Tanzania is politically stable and has positive polices towards poverty reduction and economical growth under the MKUKUTA-NSGRP National Strategy for Growth and Reduction of Poverty. The government of Tanzania has always been requesting other stakeholders in development to come in the country for investment and support local NGOs. Indeed the Idealist under the government of United States has been positive towards helping Tanzania NGOs to carry out their interventions to reduce poverty and improve standard of living of Tanzanians.
The Idealist is appreciated and encouraged to continue with their spirit of supporting needy communities in order to make a just world.
The government of Tanzania has put a lot of efforts emphasis in food security and poverty alleviation through various ministries such as agriculture and food as well as ministry of water and irrigation and ministry of livestock development and fisheries.
Tanzania has implemented economic reform programs that have shown a number of positive results. Significant progress has been made on macro-economic stabilization and structural reform of the economy. Further, the government through the agricultural sector development strategy has identified five strategic areas of intervention:
Strengthening of the institutional framework
Strengthening market efficiency for input and outputs
Identifying public and private sector roles in improving supporting services
Creating favorable environment for commercial activities
Mainstreaming planning for agricultural development in other sectors.
The development of private agribusiness enterprise and a few large scale-farming enterprises in Tanzania are creating potential opportunities for strategic partnership between these enterprises and small holder farmers.
Agriculture transition towards a market based production system has been part of the adjustment and structural reform programs that have been implemented by government with the assistance of development partners.
Among weaknesses in agricultural sector are underdeveloped supporting facilities. These include weak agro-industries and poor linkages within the marketing, processing and production chains, which affect the performance of agriculture as do poor market orientation and inadequate processing of commodities. Other weaknesses include erosion of natural resources base, inappropriate technology, dependency on rain-fed agriculture and reduction in human capital in agriculture caused by the HIV/AIDS pandemic.

1.4 PROBLEM STATEMENT
According to the research report and a targeted small number of communities (contact farmers) in the Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi,Ibambaand Ruhita villages have not been successful reached by the organic farming projects in any form. For that matter, the over all aim of the project is to enhance food security and sustainable management of their key natural resources to the communities of these villages which have not been attained by 100% or 50%.
A large population is still experiencing low production of both crops and livestock. This is due to poor technologies employed in the production process.
The environment is destroyed due to ignorance and sometimes forced by the social and economical pressures which encourage them to struggle to cope with the trends, shocks and seasonality for their survival and in so doing the environment is destroyed. For these reasons and others , food insecurity has continued being a major problem facing the communities of the villages in the district. It is for these reasons that make KANRRDO seek funds from the Idealist to support its efforts in order to contribute in breaking the vicious circle of poverty facing the mentioned communities in Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi,Ibamba and Ruhita villages in Karagwe district.

1.5 IMPLEMENTATION TRATEGIES.
The implementation of the project will be participatory in nature from the planning to the evaluation phase to ensure ownership and sustainability of the project. Networking and collaborations with other relevant NGOs and CBOs including the government will be among the priorities to promote effective and efficient implementation. Farmers groups in the villages of Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi,Ibamba and Ruhita will take the leading role in the implementation of the project while KANRRDO will be the main facilitator.
Among other important strategies, capacity building of both the project staff and communities will be done on the following areas of interest which will contribute to the success of the project.
Community capacity building will involve:
• Training of improved agricultural practices and animal husbandry,
• Provide improved 100 dairy goats to the farmer groups on the revolving basis. Each farmer receiving a goat should pass on a female goat offspring to another farmer and so on, till all people in the village will receive a dairy goat for contributing to the household food security in terms of animal protein.
• Provide Ripper ploughs and a tractor with all farm implements for hiring at a reasonable price per acre to minimize the rudimentary farming system mostly depending on hand hoe.
• Awareness creation through seminars and workshops on the impact of HIV/AIDS, environment degradation and gender inequity on livelihood security.
• Exchange visits and study tours within and outside the district
Staff capacity building will involve:
• Long courses (distance learning) including short courses.
• Attending seminars and workshops both national and regional.
HUMAN AND MATERIAL RESOURSES.
Human and material resources required to achieve the overall goal of the project will include:
• A coordinator, assistant coordinator who must have background of agriculture and livestock,
• Two drivers for a project vehicle and a tractor
• Four village animators.
• 4WD vehicle and a tractor with basic farm implements.
• Digital camera and laptop

2.0 PROJECT GOAL,PURPOSE,RESULT AND ACTIVITIES
2.1 PROJECT GOAL
Sustainable improvement of livelihood security for the marginalized agro-pastoralist communities at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi,Ibamba and Ruhita villages in Karagwe district, Kagera region.
2.2 PROJECT PURPOSE
i)430 households at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi, Ibamba and Ruhita villages increase production of maize, beans, sorghum, millet, groundnuts, and sunflowers through organic farming technologies from an average of 300kg/acre to 500kg/acre by December, 2011.

ii)430 households at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi, Ibamba and Ruhita villages (i.e 43each)receive 430 improved dairy goats, 4 ripper ploughs, a tractor with basic farm implements, animal husbandry knowledge and skills and increase milk production from 0.5lts/day/goat to 0.75lts/day/goat by December, 2011.

iii)430 households at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi, Ibamba and Ruhita villages are aware of the impact of environment degradation and have 430 planted trees as well as 80% fuel saving stoves and practice soil and water conservation technologies by December, 2011.
iv)80% of the people at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi, Ibamba and Ruhita villages are aware of the impact of HIV/AIDS and gender inequity on livelihood security by December, 2011.

RESULTS.
1.Production of maize, beans, sorghum, millet, groundnuts, and sunflowers increased through organic farming technologies at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi, Ibamba and Ruhita villages.
2.Improved dairy goats, ripper ploughs, a tractor with basic farm implements, animal husbandry knowledge and skills acquired and in use at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi, Ibamba and Ruhita villages and have increased production of goat milk.
3.Households are aware of impact of environment degradation, own planted and growing trees as well as fuel saving stoves and are practicing soil and water conservation technologies.
4.Awareness creation of the impact of HIV/AIDS and gender inequity on livelihood security created at Kamuli,Mabira,Kitwe,Rwabigaga,Kasoni,Nyakatuntu,Kagoma,Omukashenyi, Ibamba and Ruhita villages.

ACTIVITIES.
1.To make important liaisons with districts, wards, villages, NGOs, religious and local leaders on the implementation of the project.
2.To organize village general assembly meetings and introduce project purpose and facilitate selection of contact farmers, pavements and farmer groups.
3.Establish demonstration plots for maize, beans, sorghum, millet, groundnuts and kitchen gardening using waste water.
4.Conducting seminars/workshops on:
• The principals of agriculture
• The agronomy of maize, maize, beans, sorghum, millet, groundnuts and sunflowers.
• The organic farming technologies.
• Kitchen gardening using waste water
• Animal husbandry
• The impact of environmental degradation
• Different methods of environment protection in agriculture and livestock
• The impact of HIV/AIDS, spread and prevention technologies
• Gender inequity on the livelihood security
• The construction of fuel saving stoves.
5.Facilitate pavements training at KDVTC Karagwe.
6.Procure and distribute improved dairy goats and ripper ploughs to farmer groups.
7.Procure a tractor with all basic farming implements for providing farming services on hiring bases to the farmers groups.
