If only U.S.-based organizations are eligible to attend a Career Fair, can I not hire for international opportunities?

Nonprofit organizations that attend the Idealist Career Fairs may hire for any positions within the organization, regardless of location. At past career fairs there have often been organizations hiring for international positions, and we often have panels/workshops dedicated to the topic (which are often good places to network with individuals and other organizations interested in international work).
