Description:

Democracia U.S.A. is a non-partisan, national Hispanic civic engagement program that seeks to increase the prominence and participation of Hispanics in the American political process through empowerment, leadership training, civic participation, and community organizing.

Democracia U.S.A. has enjoyed, and continues to enjoy, significant growth. We are seeking a CFO/COO with the strategic vision and practical abilities to help the organization successfully manage its growth and success. The CFO/COO reports to the National Executive Director and is a part of the executive management team. The CFO/COO will have oversight of the National Operations and Finance team. The CFO/COO will provide strategic vision, high quality timely financial reporting and oversight, and risk management approaches, to ensure that the organization adequately meets its regulatory and fiduciary obligations, and to enable staff to make decisions that are powerfully informed by data. The CFO/COO will also provide high quality and timely support and infrastructure to programs and the overall organization.

This position is located in the Miami, FL National office of Democracia, U.S.A.

Specific Responsibilities for the CFO/COO and her/his team include:

1. Accounting, Budget and Financial Management

? Ensure that current and future accounting functions run smoothly and accurately
? Enhance and run a budgeting process that accounts for a dynamic environment; develop and manage Operations and Finance budget; provide tools to other departments to enable realistic budgets
? Deliver superior financial management reporting, analysis and solutions; create, analyze, monitor, and present financial reports in a timely manner; pro-actively identify potential financial issues and develop and recommend possible resolutions; report significant changes or exceptions (revenue or expense) to the executive management team; support the organization with ad hoc financial analyses and insights
? Educate relevant employees in other departments to allow them to improve their departmental performance through enhanced planning & monitoring; develop and enhance systems, trainings and tools to facilitate departmental management
? Provide strong cash management and investment oversight; negotiate and manage line of credit as may be needed; manage institutional cost containment
? Provide reconciliations and oversight as needed; manage expense reimbursement process; reconcile credit card accounts and other invoices; reconcile bank accounts


2. Risk Management
? Conduct regular reviews of all spending and revenues to minimize organizational financial risk
? Estimate impact of proposed initiatives, expenditures, and/or policy changes on organization and relationships to linked budget items or assumptions
? Ensure adequate internal controls exist and are appropriately exercised
? Serve as strong voice in risk assessment on all significant expenditures, initiatives and programs
? Support Revenue Development by providing supporting materials to ensure compliance with any donor reporting or audits
? Ensure organization has adequate insurance coverage
? Manage legal resources to ensure that organization has the appropriate levels of legal protection; review all contracts for legal and financial risk; educate the broader organization on risk management
? Ensure the organization is in regulatory compliance at all times

3. Policy and Systems Enhancement
? Review, develop and maintain financial and operational policies and procedures; provide training and tools as necessary; ensure adequate compliance with policies and procedures

4. Human Resources
? Develop and maintain a staffing strategy; enhance recruitment and retention processes and systems; develop and manage the performance management process
? Select and maintain cost effective compensation and benefits packages consistent with organizational values and retention strategy
? Ensure that superior benefits management and employment administration services are provided; ensure staff has easy access to all HR-related information and a specific point of contact for guidance, questions and advice
? Perform employee on-boarding, including new employee orientation and training
? Overall responsibility for employee relations and morale
? Assist with all temporary and permanent separations, including ensuring adequate documentation, and assisting with public assistance, workers compensation and unemployment claims
? Manage payroll, including the appropriate tracking of time

5. Facilities Management
? Develop and maintain a facilities strategy
? Assist regional offices with facilities matters
? Responsible for office management of national office
? Manage all leases

6. Information Technology and Systems
? Develop and implement an IT/IS strategy; stay abreast of innovations and changes in technology that might impact the organization
? Support organization through the cost effective use of technology
? Ensure timely and high quality support for existing technologies
? Procure, maintain and fix equipment and software
? Manage phone, internet and wireless device programs and accounts

7. Vendor management
? Develop and implement an overall vendor management strategy
? Assist in the selection and management of all vendors; put in place processes and controls to ensure that all vendors are managed appropriately to their contracts
? Own purchasing function for national office and for national purchasing needs

8. Operations and Administration
? Provide planning and logistical support to programs as necessary
? Retreat and staff meetings planning and logistical support
? Provide analytical support and tools to other departments



Preferred Qualifications:

? CPA and/or MBA
? 7 years financial management experience, 5 years with a $5M+ organization
? Demonstrated experience managing accounting and budgeting with multiple departments, profit or cost-centers, or restricted or government grants
? Excellent track record in providing financial leadership
? Excellent organizational, problem solving and management skills
? Strong verbal and written communication skills
? Experience with lease and contract administration
? Human resource management experience, with knowledge of employee benefits, wage and hour, policy and employment laws a plus
? IT management experience a plus
? Computer proficiency including intermediate to advanced knowledge of Excel
? Experience with relational databases a plus
? Minimum of three years' experience in office management and administration
? Experience in managing cash and budgets
? Field program and/or campaign experience highly desirable
? Bi-Lingual proficiency in Spanish and English a plus
