Position Senior Procurement/Operations Officer

Location Los Angeles, CA

About RI: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks a Senior Procurement/Operations Officer.

Position Summary:
Under the supervision of the VP of Operations (LA) and Head of Office (D.C.), the Senior Officer serves as the main link and works in coordination with Operations and HR departments as well as with the Executive Assistant and the Office Manager in providing logistics and administrative support to all RI offices, including management of procurement, inventory and shipping, and travel of RI personnel & visitors.

ESSENTIAL RESPONSIBILITIES AND DUTIES:
• Conduct and manage total agency’s logistical operations, including supplier selection and relations, commodity specifications and bidding, procurement, supply, shipment and distribution, personnel flights, travel and staff movements.
• Manage and provide complete logistics chain support to all international RI offices and HQ, including Emergency Response teams as needed.
• Maintain complete information tracking system to produce reports and provide accountability for all RI fixed assets (non-expendable property) worldwide—from procurement, storage, shipment, maintenance, replacement, disposal and total control of every aspect of the supply and logistics chain.
• Modify existing logistics and operations practices as needed with the aim of strengthening overall efficiency; including identification of areas for improvement in the application of policies and procedures, and the update of manuals so that they match improved standard operating practices at HQ and in the field.
• Promote joint training for staff at all levels, aimed at enhancing effective collaboration between HQ and Field Offices and bases.
• Be responsible for US and Field personnel support logistics, including the specification, procurement, receipt, storage, transportation and accountability of all RI equipment and/or property.
• Organize RI’s emergency assets and keep accurate records of their storage, movement and condition.
• Coordinate with HR domestic travel for RI staff, including personnel requests and placement at RI Guest Houses in LA and DC, and assist HR with international travels when needed.
• Order supplies for US offices and field programs.
• Maintain PO database and ensuring procurement paperwork is complete.
• Assist in timely collection and collation of field inventories.
• Maintain LA/DC inventory database and maintain existing complete information system that produces reports and provides accountability for inventory management, replacement, transportation, procurement, disposal, and total control of every aspect of handling, storage, and warehouse operations.
• Maintain waybill database between field programs and RI-HQ, and ensure assets assigned upon arrival at field sites.
• Clear international shipments through US Customs and ensure proper storage and record keeping.

QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
o At least 3-5 years logistics and operations experience in international relief and/or development programs, preferably in community sustainable development and/or post-conflict humanitarian aid with progressive development of the skill-sets outlined above;
o Bachelor’s degree in relevant field, Master’s degree preferred;
o Familiarity with donor-based, including USAID requirements, is essential;
o Minimum of 5 years previous logistics and operations experience;
o Demonstrated ability to work effectively both as part of a team and independently;
o Excellent oral and written communication skills;
o Proven ability to lead teams and develop staff to work independently and in teams;
o Solid programmatic, organizational planning, technical and IT skills (including databases), with a proven ability to work under pressure and solve problems in a fast paced environment;
o Be prepared to undertake field travel if required;
o Fluency in both oral and written English;
o Be prepared to uphold RI’s mission goals and principles.

US citizenship, permanent residency or authorization to work in the US required. Priority is given to Los Angeles-based candidates.
