Position Health/Child Survival Program Officer

Location Washington, DC

About RI: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks a Health/Child Survival Program Officer.

Position Summary:
Under the supervision of the Program Director, the Officer is responsible for providing technical and administrative oversight of the planning, implementation, and management of all aspects of the Healthy Start project in Niger as well as other health programs throughout Africa. The position requires occasional travel to the field program sites.

ESSENTIAL RESPONSIBILITIES AND DUTIES:
• Oversee the Program Manager and field staff in Niger to assure effectiveness and quality of project interventions;
• Liaise with USAID Child Survival and Health Grants Program contracts and write regular quarterly and annual reports on project activities and accomplishments as required by Relief International and the grant;
• Assist in recruitment and training of field staff and consultants.
• Collaborate with the Finance Controller and Finance Officer in planning procurements and service contracts.
• Monitor and evaluate program quality and impact, and collaborate with headquarters staff or technical consultants in regular monitoring and evaluation and reporting on indicators and implementation;
• Maintain ongoing coordination and collaboration with all partners. Strengthen partners through training and activities;
• Monitor expenditures and adherence to USAID and RI procurement policies;
• Implement policies that ensure safety and security of staff and resources; and
• Identify areas where new or different strategies to increase program effectiveness or begin new programs. Raise funds.

QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
• Work experience in developing countries, and USAID grants management experience preferred.
• Strong program management and analytical skills along with attention to detail and ability to meet strict deadlines
• Advanced degree in public health and/or medicine
• A minimum of three years of professional experience in primary health care and/or child survival program management.
• Implementation experience and technical knowledge in nutrition, diarrhea, and C-IMCI, baseline health and facility survey implementation, and behavior change communication.
• Competence in Word, Excel, and Power Point, and preferably experience with statistical analysis software
• Proficient language skills in French preferred
