Description:

The Institute for Health Metrics and Evaluation (IHME) is a growing organization at the University of Washington. Its mission is to monitor global health conditions and health systems, as well as to evaluate interventions, initiatives, and reforms. It uses cutting-edge techniques to tackle some of the most difficult and critical questions in global health and find answers that will become the foundation for better policies and, ultimately, better health.

IHME has an outstanding opportunity for a Data Development Manager to join our team to develop access to health-related data for IHME researchers. By providing ‘fuel’ to run IHME’s analysis engine, the person in this role and his/her ability to research and gather data is fundamentally important for achieving IHME’s vision. This role provides a unique opportunity for an inquisitive mind to use creative approaches to finding and gathering data, and to work with organizations and individuals globally. The Data Development Manager will be an expert on the different types and sources of health-related data, well versed in conducting comprehensive and resourceful data searches, able to identify, contact and work with data holders and providing a continuous influx of data to IHME. The Data Development Manager will report to the Director of Data Development, Promotion and Dissemination.

Responsibilities:
• Conduct comprehensive, investigative searches for data, data holders, and information about data globally
• Gather data from sources in different economic and cultural contexts through skillful online searches (search engines, libraries, archives, etc.), leveraging existing contacts and relationships, as well as identifying and contacting experts on the topic
• Investigate and document health information systems and structures in different countries, including sources of data, quality of information systems, key players etc.
• Develop working relationships with collaborators like data managers, researchers, statisticians, data analysts and others at organizations like statistical offices, census bureaus, research institutes, international organizations, NGOs, etc.
• Follow up on new relationships and leads from the Data Director, faculty and others at IHME to facilitate data transfer and collaboration
• Become an expert on the world’s health-related data, from censuses, surveys and health information system data to national accounts and hospital data, as well as data sources like libraries, databases, data archives / repositories, subscriptions etc.
• Create strategic plans for data gathering activities in different countries, identify data holders and appropriate incentives for data sharing
• Drafting actual data sharing agreements and memoranda
• Manage the mechanics and logistics of receiving data files once agreement about data sharing have been reached, managing follow-ups, including addressing IRB/human subjects implications, and enabling the data transfer
• Capture, document and update IHME data needs and research priorities, and devise systematic plans on what steps to take to fill those data needs
• Support the development and manage the implementation of a network of collaborators in various countries with the purpose of gathering publicly available information, scanning/digitizing content and sending data to IHME
• Provide strategic and tactical support for researchers’ data searches
• Manage other data-related projects as needed

Additional Qualifications:

Requirements:
• Bachelor's degree required, Master’s degree preferred
• Five or more years of relevant, international experience in academic or market research, consulting, account management, international relations, business development or an equivalent combination of education and experience
• Strong analytical skills and aptitude for research
• Outgoing personality; energetic and self-motivated individual with demonstrated maturity and seasoned judgment
• Strong communication skills and ability to communicate with people of various seniority levels and cultural backgrounds
• International experience required; proficiency in at least one language besides English preferred
• Willingness to travel to developed and developing nations
• Expertise with legal matters or experience as paralegal beneficial, including drafting agreements and memoranda, knowledge of IRB and human subject regulation
• Understanding and interest in the Web, search tools and social media
• Fundamental understanding of types of data, data collection mechanisms and uses of data, preferably with experience in the public health or global development arena
• Interest in public health, health care and health policy and personally motivated to support the Institute's mission and goals
