About RI: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, currently seeks Grants and Contracts Officer.

Position Summary:
Under the supervision of the Vice President, the Grants and Contracts Manager is responsible for all aspects of financial tracking, allocations, and report, agreement and contract management.

ESSENTIAL RESPONSIBILITIES AND DUTIES
• Project Financial Tracking
• Work with the program officers to assist with directors and country desks, tracking actual and project expenditures against budgeted expenditures, at the individual grant or contract level
• Work with finance staff to automate entry of actuals
• Work with program staff to iteratively revise projections
• Assist in producing project level monthly reports that show actual/projected vs. budgeted expenditures
• Provide support with improving project financial tracking systems
• Assist in developing standardized budget templates (within donor limitations)
• Support implementation of improved systems (including software) with program and finance staff to facilitate financial tracking
• Provide support with periodically review expenditure allocations at the country and regional level
• Track fixed costs base of each country program
• “Right-size” fixed costs to current and pipeline program revenues
• Optimize utilization of available budget line items by revising allocations across grants or contracts within a country or region
• Provide support with conducting a quarterly rollup budgeting/projection effort, to consolidate across projects, countries and regions the actual/projected vs. budgeted expenditures and revenues
• Assist with consolidating all project expenditures (actual YTD and projected (12 months)
• Assist with consolidating all project revenues (actual YTD and projected (12 months)
• Maintain and update grants and contract tracking database to track and enforce reporting requirements, in collaboration with program and finance staff
• Track project start and end dates, program report due dates, and financial report due dates
• Provide reminders to appropriate program and finance staff to ensure timely and accurate reporting
• Monitor project report filing
• Assist program staff with contract negotiation, including liaison with legal counsel as needed
• Develop, monitor, and enforce project filing guidelines, both paper and electronic (document management)
• Provide a support with establish protocols, templates, boilerplate language, etc. related to sub-agreements and subcontracts
• Manage templates for MoUs, teaming agreements, subcontracts, sub-agreements
• Provide support by establishing and monitoring guidelines for subcontract management, including reporting, performance management, budgeting, auditing
• Provide support with the establishment of auditing systems to ensure that existing RI policies and procedures with respect to donor regulatory and legal compliance are being followed.
• Provide support with planning and creating a curriculum to train HQ and field staff in grants and contracts management


QUALIFICATIONS AND REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
• International experience and non-profit industry experience preferred
• Knowledge in Generally Accepted Accounting Principles (GAAP) strongly preferred
• Familiarity with OMB A-110, A-122, A-133 circulars, and FAR 31.2
• 2 to 5 years working with government grant accounting/compliance
• BS Degree, preferably in Accounting or Finance
• Solid experience with local NGO accounting and financial management
