We are pleased to announce the publication of IPC Evaluation Note #3, “Achievements and Shortfalls of Conditional Cash Transfers: Impact Evaluation of Paraguay’s Tekoporã Programme”. The authors, Fabio Veras Soares, Rafael Perez Ribas and Guilherme Issamu Hirata, IPC researchers, report on their impact evaluation of the pilot phase of the Paraguay CCT programme.
In general, they find that the programme had a positive impact on school attendance, household expenditures per capita, the composition of the household food basket, access to credit, savings, investment and social participation. They find that extreme poverty dropped significantly among beneficiary households, not only because of the transfers but also because of increased economic autonomy. However, results were mixed or unclear for some health outcomes, such as increased vaccinations, the persistence of child labour and decreases in adult labour supply.
