Celebrating its 10th Anniversary of service, HALSA’s mission is to provide critically needed HIV & AIDS legal services and education that is of high quality, culturally sensitive and multi-faceted to those living with HIV and AIDS throughout Los Angeles County and related HIV/AIDS legal education to individuals, professionals and employers nationwide. HALSA leverages a variety of resources in order to provide direct representation, counsel and advice to its HIV-positive clients. HALSA’s multi-faceted service delivery model is comprised of staff attorneys, referrals to the Los Angeles County Bar Association Pro Bono Panel, a law student clinical program, prevention education programs to case managers, clients of other AIDS service organizations, other professionals, an outreach program providing access to potential clients at 32 sites throughout Los Angeles County. The scope of legal services includes: housing, public benefits, HIV-related discrimination, confidentiality (privacy and disclosure issues), immigration, guardianships through Public Counsel, tax & financial assistance services , testamentary, and other legal services through pro bono involvement.
