Mission:
P.L.C.C.A.-A.C.T. is a State of Illinois, non-profit organization providing a wide range of services to the low-income and economically disadvantaged residents of Cook County's Proviso and Leyden Townships. P.L.C.C.A.-A.C.T. is an affiliate of the Community and Economic Development Association of Cook County (C.E.D.A.) and the United Way.
Since the founding of P.L.C.C.A. in 1968 by Rev. Claude Porter, the agency's mission is to create, through comprehensive and coordinated program activities, a climate of positive awareness within which conscious, self-directed social change toward the elimination of poverty can take place on the part of individuals, families and community institutions. Through Its services, P.L.C.C.A.-A.C.T., becomes a "One Stop Shop," providing a "hand up" not a "hand out," where individuals are empowered to help themselves.
