EXECUTIVE SUMMARY
Disability remains to be a common term in all societies in the world. Despite this, disabled people have remained un-included in all spheres of the communities in which they live. They have been left out educationally, economically, culturally, politically, health wise and socially. Not to mention in terms of faith as if they are not among the kingdom of our almighty GOD! People go to church and other worshipping centers with out remembering their deaf, mental, visually and physically impaired brothers and sisters. All this is termed as denier to access of all the above. Players’ in all these fields feel that disability is not an issue, with disability not being a top of discussion at the majority of organizing and coordinating bodies. When people with disabilities are discussed, little concrete action is taken, due to the perceived lack of expertise within most multilateral agencies and national NGOs. The relative lack of heartedly committed disability specific organizations and Disabled People’s Organizations (DPOs) in many societies where disabled people live, compounds the overall lack of awareness and experience in disability issues. Players in HIV/AIDS at no point have they stopped and think of the disabled communities who interact with them in the society. No intentional efforts have been planned and enacted to include disabled persons in the fight against the HIV/AIDS pandemic. Communities of the deaf people have continued doing unsafe sex and deaf women being sexually abused by non disabled men due to lack of information regarding the scourge and lack of efforts in the society to protect this group. Limited communication also makes it harder for deaf people to tell anyone about abuse. A person may abuse a deaf because he knows she will not be able to speak about the experience. Deaf people/children may only be able to communicate with family members or others who look after them. If the abuser is also a family member, caregiver, or teacher, then the deaf person/child may not feel safe telling anyone. Sexual abuse causes lasting harm which includes: infections like HIV/AIDS, hepatitis and other STIs. It also causes damage to a person’s/child’s development, they are likely to feel a great deal of guilt, shame, and anger. Many victims of sexual abuse are unable to trust other people. They are likely to have poor self-esteem. They feel they are not valuable and not worthy of being treated with respect. Further, sexual abuse causes cycles of abuse. People or children who have been abused sexually may continue to be abused by others throughout their lives. Because of their experience of abuse at some stage in their life, they may grow up to believe that sex is the only way to get affection or security. Sign Language interpreters have not been sort to interpret during HIV/AIDS workshops and seminars to enable deaf people get information on how to protect themselves against this catastrophe. There are no efforts to produce information on HIV/AIDS in Braille and large print to enable people with difficult seeing access knowledge on the pandemic. The difficult learning children/people are even at more risk of contracting the pandemic from unscrupulous non disabled people who take advantage of the problems of this group and end up by abusing them sexually. Strategies to mothers on how to detect disabilities at early childhood are yet not in place and this has led to the current big number of disabled people in the society, who could have been avoided if knowledge was communicated earlier to mothers on various disabilities and attention would have been given to curb the situation. Stigma towards disability is another big agenda in the society where disabled people live. Non disabled people still regard disabled persons as not of their equals, they still look them down and exclude them from all social-economic activities! It is with this in mind that Karagwe Agricultural, Natural Resources and Rural Development Organization(KANRRDO) is out to work with disabled people on various issues with regard to accessibility.
BACKGROUND INFORMATION ABOUT OUR ORGANISATION
Karagwe Agricultural, Natural Resources and Rural Development Organization for community initiatives was established in year 2004 in Karagwe District.
Its membership is largely drawn from non-disadvantaged people. We also have a small number of disadvantage people as members who have realized our struggle and efforts, since we believe that if given chance they can do it. The organization was officially registered on the 4th day of march,2005 as a Non Governmental Organization with certificate of registration No: SO.13050.
The idea to form KANRRDO was conceived on the realization by disadvantaged persons/Groups and non disadvantaged living outside and within Karagwe District of the need to create an organ operated jointly through which disadvantaged people/Groups outside and within Karagwe District could be involved in initiatives directed towards improving the social economic livelihood of disadvantaged people/Group at the same time fighting for their inclusion into various societal activities. This called for an arrangement that would ensure and promote meaningful Participation of marginalized people/Groups living outside and within the entire District of Karagwe. Such an arrangement would further ensure coordinated community initiatives targeting specific objectives of select by disadvantaged people/Groups themselves. The organ would also play a key role in information collator at, repackaging and dissemination to various disadvantaged people/Groups together with the communities where they live, besides active involvement in lobby and advocacy for favorable community sensitive policies and programs targeting marginalized people/Groups.
OUR VISION, MISSION AND GOAL
VISION:
To see that all marginalized groups including people with disabilities, orphans and other vulnerable children are participating fully in the society activities where they live and are included in all development agenda of the community in Tanzania.
MISSION;
To contribute towards inclusion of all marginalized groups into societal Activities economically, educationally, socially, culturally, politically and faith wise through their own initiatives and enhanced Tanzanian state cooperation and integration.
GOAL:
To improve the livelihood of marginalized groups in Tanzania through their initiatives by inclusion in the society and sustainable management of existing resources in the country.
KANRRDO PROFILE
Our objectives include but are not limited to
? To produce, search and assist disabled people access various disabled peoples Tools and disseminate knowledge on their application (e.g. wheel chairs Tricycles, orthopedic shoes, crutches, calipers, white canes, hearing appliances and other disable people’s aids).
? To bring various respective physiotherapy services (both mental & physical) to disabled people.
? To plan and design various education programs including modern technology like (IT), sign language, and Braille to enable people with disabilities compete equally for employment in the society.
? To sensitize and mobilize members of the community to accept their responsibility in giving support to efforts of disabled people’s activities (e.g. income generating activities).
? To sensitize and create awareness to both sexes of disabled people about the HIV/AIDS pandemic, as they usually fall victims because of their economic hardships.
? To liaison with Govt. departments, NGOs, CBOs, CSOs, religious institutions and various agencies to incorporate disabled people in their development agenda.
? To sensitize the community on environmental conservation.
? To sensitize the community on preservation of water sources
? To engage in agricultural activities with emphasis in irrigation.
Our strategy is
Both rural and town approach to lobby and advocacy, information dissemination and networking. Cultural exploitation and undertaking community sensitization on emerging disadvantaged people’s concerns.
Our target groups are
All marginalized people/Groups including physically disabled, deaf, blind, Albino, mentally retarded people, those with fits, orphans, widows, widowers, the aged and the like who feel are made to feel marginalized.
KANRRDO also appreciate that its target group is threatened with HIV /AIDS and poverty and work with them in this context.

PROBLEM STATEMENT
As sighted earlier, accessibility to disabled people in terms of information, education, health, culture, social, public transport and faith including many others, remains to be a dream to all disable people. NGOs, CBOs, CSOs (both local and international), traditional norms, faith institutions and Governments all over the world have continued planning different development Agenda with out incorporating disability issues. The HIV/AIDS pandemic which has stricken our world and a lot of resources have been directed towards it; at no point disability issues have been given chance as regards the disease.
Information regarding HIV/AIDS has been publicized in millions of leaflets, brochures, books and soft copies not to mention the number of seminars and workshops where millions of Euros and dollars have been spent, without thinking of producing information in Braille and large print to be used by people with difficult seeing. No efforts have been made by players in the HIV/AIDS pandemic to incorporate Sign Language in their seminars and workshops to enable people with difficult hearing and talking to get information on how to protect them selves against the scourge. People with difficult walking have always been left at homes with out being carried to places where HIV/AIDS seminars and workshops are being conducted and millions of condoms are distributed, not to mention girls with difficult learning who are being abused sexually by people in the communities where they live and thus falling victims of the HIV/AIDS pandemic.
KANRRDO having interacted with the Deaf communities for the second year now through their famous DPO known as The Tanzania deaf association in Mwanza, have come to learn that these people are completely un aware of the HIV/AIDS scourge and that, they are practicing very un safe sex among themselves! As if this was not enough, non disabled people are also using the economic hardships of all disabled people to do unsafe sex with them and thus exposing them to the disease.
Further, Christianity has been in this world for more than 2000 years ago now, however, leaders of faith at no point have they stopped and look back at the disabled communities around them and make arrangements for them to worship our almighty GOD like the non disabled societies. Worshipping centers have always been constructed in such ways that a lot of stairs hinder people with difficult walking to smoothly enter these centers. Those with difficult hearing and talking are not even thought of for the word of GOD! No efforts are made by church leaders to incorporate sign language interpreters during worshipping sessions! How are church leaders contributing to the disabled communities to become children of GOD as the Bible says: “Yet to all who received Him, to those who believed in his name, He gave the right to become children of GOD” (John 1:12). The disabled people are completely denied of this opportunity!
The Community inexperience and ignorance towards various disabilities is also another agenda in our undertaking. Parents who happen to give birth to disabled children still believe that they might have broken some taboos in their traditional norms and that is why they have disabled children. There are still cases here in Karagwe (e.g. in Kamuli ward) where a family gave birth twice to ALBINO children and killed them! This was very sad and we had to start working with that family in trying to educate them on the disability. Fortunately, GOD is great and he answered without mincing his words, this family now has two other Albinos boys, and one normal girl! The family is very poor and can not afford to educate these children!
Stigma also is a big problem to post Leprosy persons. KANRRO for two years now has been working with post Leprosy persons in Kamuli, Nyakatuntu and Rwambaizi in Karagwe District. We have been working on tomato fields with a group of 40 people who were formerly Leprosy patients by providing them with horticulture seeds and equipment on a very small scale to cultivate and sell tomatoes as a way to fight stigma at the same time eradicating poverty amongst them.
JUSTIFICATION
HIV/AIDS remains to be a great threat to the whole world and needs committed initiatives of all societies to fight it if we are to stop this scourge from claiming more lives. Tanzania as part of the world has initiated various national initiatives in trying to combat this pandemic. TACAIDS, AMREF, CODRA and TANESA are among the many initiatives against the disease of which, some are international.
Despite the cry of disabled people to be included in these initiatives, little if any attention has been given to the disabled communities so far. Disabled people, especially those of difficult hearing/talking, and difficult learning have remained uninformed of the HIV/AIDS pandemic not to forget the word of our Almighty GOD for year in memorial!
Karagwe District comprises of 29 wards with a total population of 268397 females and 138396 males. Of these 3744 females and 3384 males are people with different disabilities. These people are living within our society with very little information if any on the HIV/AIDS scourge. They are sexually interacting within themselves and with the other non disabled community. This is a very serious situation if allowed to continue without measures to curb it. Intentional initiatives have to be initiated to work on information dissemination and behavioral change towards informing the disabled society of the danger associated with HIV/AIDS. Unsafe sexual practices currently going on among disabled communities as a result of lack of information on HIV/AIDS has to be controlled immediately. The use of poor conditions among disabled people by the non disabled societies in doing unsafe sex has to be fought with maximum force. The communities in which disabled people live have to be sensitized well to include disabled people in all the efforts to fight the HIV/AIDS pandemic. Initiatives have to be prepared to enabled disabled people attend various HIV/AIDS workshops and other various development agenda in terms of mobility, information, education, health, social, faith, culture and traditional norms. Any attempt to exclude disabled people in any of the above will to a great extent accelerate the spread of HIV/AIDS as these people are part of the society where all of us are living and interacting. In trying to fight the scourge, KANRRDO has to network with other players whom are working on the same in the 29 wards of Karagwe District for them to include persons with disabilities in their programs. Further, lack of knowledge of detection of disability at early stages is another big problem in the 29 wards of Karagwe District. Pregnant mothers continue to think that they have broken some taboos in their traditional norms when ever they give birth to disabled siblings. Efforts have to be directed towards educating pregnant mothers on various disabilities by networking initiatives with health centre in the 29 wards of Karagwe District.
On the other hand, architectural drawings and designs for long time now have not included disability accessibility issues. It is high time to educate architectures to stop and look back on the disabled and the prospective disabled non disabled communities for them to design disability friendly buildings and structures. It is important at this point to emphasize the inclusion of ramps/lifts to all building and structure as appropriate.
Lack of knowledge by different school authorities in dealing with different disabilities is another issue. To a great extent, teachers lack expertise in handling different issues of disability. Children with difficult seeing are not taken care of their visual and skin problems. Teachers continue teaching using normal methods and even canning these children despite their skin and cancer vulnerability as a result of sores from canning.
TV and radio programs will be used to educate the society on a number of disability issues.
STRATEGY
KANRRDO will among others undertake the following interventions:
Objective (i)
To sensitize 100 people in each of the 29 wards of Karagwe District on the 5 common disabilities by year 2010.
Activity (i)
• Sensitization workshops on the 5 common disabilities to the community in the 29 wards of Karagwe District in 2 years. (Responsible: Chawata, Chavita, TAMH, TLB, and Albino)…………………………………….………..(i)
This activity aims to emphasize the social model of disability as opposed to the medical model it also aims to equip the community in the 29 wards of Karagwe District with knowledge regarding the common 5 disabilities and to encourage parents to see their disabled children as equal to the non disabled ones. It is intended that at the end of the sensitization, parents will have acquired knowledge regarding the various disabilities. Members drawn from the 5 DPGs will do the sensitization.
Objective (ii)
To train 50 mothers in each of the 29 wards of Karagwe District on disability detection at early childhood by year 2010

Most disabilities which are existing with disabled people could have been avoided if some knowledge of disabilities were communicated earlier to mothers and attention would have been given by doctors to manage the disability. This activity will be undertaken in collaboration with the physiotherapy departments of the one major Hospital in the District .We will visit clinic centers in the town together with physiotherapists to do some physical exercises to children under 5 years of age who seem to be vulnerable to disability and educate mothers on various disabilities. To make the activity sustainable we will train local physiotherapy volunteers in the community who will work along side us during our work. In so doing we intend to reduce new disability prevalence/occurrence to a great extent in the 29 wards of Karagwe District.
Objective (iii)
To hold workshops with the 29 counselors of Karagwe District to lobby and advocate for inclusion of disabled people in funds for development initiatives of women and youth by year 2009.

• Hold sensitization workshop with Karagwe District counselors from the 29 wards of Karagwe District to lobby and advocate for inclusion of disabled people in funds set aside for development initiatives of women and the youth……..……………….….(iii)
All councils in this country have funds set aside for development initiatives of women and the youth. Counselors are the ones who are involved in the allocation of these funds to groups of women and the youth. This activity aims at educating the counselors that among women and the youth, there are disabled women and youth who can also be given funds for their development initiatives. It is envisaged that at the end of this activity counselors will be in a position to include disabled women and youth in their allocation undertakings.
Objective (iv)
To produce 156 mobility appliances for disabled persons to be sold at relatively fair prices in Karagwe District by year 2010.

The activity aims to produce mobility appliances at a relatively affordable price to disabled people in the 29 wards of Karagwe District that are badly hit by poverty and are not able to afford the ever increasing prices of mobility appliances in pharmaceutical shops in the city. Currently we are producing one tricycle in a month and allow our customers to pay by installments. To date there are no defaults though we have a long waiting list. We want to scale up our production to at least twenty tricycles in a month and add other mobility product.

To hire a show/sales room in Karagwe District for sells of our mobility products by year 2009

Our workshop is 8 kilometers form the town center and that is the place where we have been storing our mobility products and also doing sales from that point. Given the distance, a lot of people have not been able to know well both our work and our products. It is envisaged that after owning a room in the town we will be able to market and advertise our selves more than before. The expected sales of normal bicycles in the same room with our mobility appliances will definitely add to the adverts of what we are trying to advocate in the society.

To request the ………….. to give KANRRDO a three ton vehicle.
Activity (vi)
The member of parliament in our constituency…………………. looks into the possibility of providing a three ton pickup.
This activity intends to assist KANRRDO in cutting down its costs of carrying workshop inputs from shops in the city to the workshop and finished products (mobility appliances) from the workshop to the show room in the city

To sensitize and form disability and reserve fund committees in 29 wards of Karagwe District for the formal education and purchase of mobility appliances of disabled persons by year 2009
Activity (vi)

After sensitizing the community on the 5 common disabilities and later availing mobility appliances to disabled people/children, it is important to sensitize the community to form committees to deal with education and purchase of mobility appliances to the disables. This activity aims to equip the society with the will to sustain the responsibility to serve their disabled people and children.

To introduce and train 60 disabled persons in carpentry at the tricycle/wheelchair workshop by year 2009

• Introduce carpentry works to disabled persons at the workshop site and train female and male disabled persons in the same………………(vii)
Here, female and male disabled persons will have an opportunity to train carpentry and produce commodities to be sold in the show room in the town with other products from the workshop and hence contributing towards reduction in poverty to disabled people.

To introduce and train 60 disabled persons in tailoring and needle work at the tricycle/wheelchair workshop by year 2010

This activity aims to equip disabled females and males with difficulty hearing and talking together with those of difficulty walking with knowledge in tailoring and needle work as a way forward towards poverty reduction in these communities. Products of their work will be displayed in the show room together with other products from the tricycle workshop.

It is well known that Banyambo land and in fact the whole of the Lake Victoria region are the great users of normal bicycles as their means of transport. By assembling normal bicycles at our workshop and selling them in a show room to be hired in town where we will also display our tricycles and wheelchairs for sales, we will be enabling people in the community who are hiding disabled children/people to have an opportunity to learn that they can access mobility appliances from our show room to enable these children to move from one point to another and even attend school on their own without need to be carried by any body in the family. This will give room for family members to do other developmental activities and add income to the family. Further, we will at the same time indirectly be advertising our disability mobility appliances when normal people come to buy our products, this will in turn foster sustainability of our tricycle and wheelchair production to serve our fellow disabled persons.
Objective (x)
To train Sign Language to 40 officials from service providing institutions and 29 community owned resource persons drawn from Disabled people’s organization in the 29 wards of Karagwe District by year 2010

• Sign Language training to: Church Leaders, the Police, the Judiciary, Prison officials, Hospital officials, City Council officials, Government Departments, CORPS drawn from DPO in the community and from the non disabled indigenous in the society……………………………….. …….(x)
As sighted in the pages above, people with difficulty hearing and talking, for a long time have been side lined in most of the services provided by most institutions, this activity intends to equip service providers in the church, Government departments and other institutions to give services to this community. It is envisaged that, at the end of this activity there will be enough people in the community, Church, Government departments and other institutions to serve the said society. Though SL trained employees in the church and Government departments are subject to transfers, CORPS from DPO and the non disabled society is within the community for life. These will be able to provide services to the difficult hearing and talking persons when need arises at any time, hence sustainability of the project.

To construct ramps to 12 service providing institution buildings in Karagwe District by year 2010

• Construction of ramps to 4 worshipping centers in Karagwe District and sensitizing other service providers through our Physically handicapped traditional dance and drama group to construct ramps to their buildings during handing over ceremonies of the constructed ramps……………………………………………..(xi)
There are many Catholic worshipping centers in Karagwe District alone where the town communities go to worship our Almighty GOD! These centers in one way or another are very inaccessible to a number of various disabilities including the difficult walking who either use tricycles/wheel chairs or crutches. These are forced to leave their mobility appliances at the entrance of the worshipping buildings due to a number of stairs and start crowing to enter the buildings. This is quite embarrassing to these people and in some cases they just don’t go to worship to avoid such embarrassments! The same case happens to the difficult learning that also experience problems in moving through stairs, so are the difficult seeing who use white canes! By constructing ramps to these centers, we will have served this community and enabled them to worship with out difficulties. At the same time, we will have shown other service providers like the Police, Judiciary and Government departments etc. that, ramps are important to this group and they should strive to do the same. We will construct 4 ramps to act as seeding to the rest of the service providers.
• A learning visit to Bangalore in India to see chalk and candle production done by a group of disabled persons……………………………………(xii)
We learned with interest from the internet that there is a group of disabled people in Welfare Association for Rehabilitation of Disabled and Society, (WARDS) in
Bangalore, India where they have a project, where persons with difficult learning learned chalk making, candle making, and skills of daily living and are doing that project for years now. Such a project could help disabled people in Karagwe town working with our organization to overcome poverty given the ready market of secondary schools being built all over the country. It is envisaged that the program coordinator visits the group in India to learn the technical and procedural aspects of the project before it is undertaken by KANRRDO in Karagwe in activity thirteen below.
• Chalk and Candle manufacturing…………………………………..(xiii)
The Tanzania Government has launched construction of secondary schools in each ward all over the country. This exercise is required to have been completed by April/may 2009. This entails that, at the end of year 2009, there will be more than 3000 new secondary schools in the country. Karagwe alone has got 29 wards around the town, that means there will be at least 29 new secondary schools by the end of 2009. The need for chalk for teaching will definitely be very high. We intend to start producing chalk and candle to curb the expanding market in the district and the country at large. It is planned that people with difficult learning, difficult hearing/ talking, difficult seeing and difficult walking particularly women who are badly marginalized from our experience will start producing chalk and candle at our tricycle workshop and sell these products in our show room in the town. The project sustainability is ensured by the total ownership and involvement of disabled people only and the ready market in the country.
• Sensitization campaigns on HIV/AIDS in the 21 wards of Karagwe District using traditional dance and drama performed by our Physically Handicapped traditional dance and drama group targeting the community at large incorporating disability issues at the same time……………….…….………………………..(xiv)
This activity intends to bring together a number of HIV/AIDS players in the District of Karagwe to incorporate disability issues in their campaigns against the HIV/AIDS scourge and make use of our Physically handicapped traditional dance and drama group who have been doing campaigns on the pandemic at a very low scale to date. Since we are talking of inclusion of disability issues into societal development issues, it is important at this point to network the campaigns with other players during their normal work. The activity will open the eyes of other players that they have been forgetting to include other groups in their work. This will give room to them to stop and look back and restructure their modes of working. Sign Language interpreters will be sort from the deaf society to interpret songs and drama during various performances. The activity sustainability is ensured by the full participation of different players and the complete involvement of our physically handicapped traditional dance and drama group which is full owned by our organization, further, the use of sign language interpreters form the deaf society which among our disability organizations is another advantage for the continuity of the program since they also know the pinch of being marginalized.

This activity aims at reminding the community at large on a continuous process of the need to take care against the HIV/AIDS scourge, further, it aims to inform the marginalized communities which have been left out in terms of information regarding the Pandemic on its devastating effects. Information in Braille and Large Print will help those with difficult seeing and the Albino communities to have access to information on HIV/AIDS apart from informing the general public.

TV and Radio program have a very large coverage. This activity aims at informing the general public of the services provided by our workshop and the items to be sold in our show/sales room. We will use this activity to display on TV our products and our work as a whole. Radio adverts will also contribute to inform the public where TV services are not available, particularly in the rural areas. By so doing we expect to boost our sales of disability mobility appliances together with normal bicycles.

Stigma for long now has been a problem to all post Leprosy persons. We will continue to encourage post Leprosy people together with non disabled persons to work together in hot culture activities in trying to fight stigma at the same time increasing their incomes through this activity.

A team of external evaluators will be contracted to conduct a monitoring and evaluation exercise of the project. This team will consist of disability activists, social activists and economic experts.

To date we have only three paid employees who include: The project coordinator and the two workshop technicians, however we intend to add some more employees as our operations continue to scale up and need to recruit more staff to curb the pace of our expanding activities apart from the growing number of volunteers.

It is intended that after every six months an external financial and programmatic audit will be undertaken by authorized external auditors to report on the accountability of employees regarding project objectives, activities and financial discipline.

PROJECT SUSTAINABILITY
KANRRDO will conduct this project with its main focus on the community. Community owned resource persons (CORPS) will be emphasized in training them in a number of issues regarding disabilities to ensure sustainability of the project. Community volunteers will be trained to undertake opportunities after the project is finished after the planned two years of its operations in the 29 wards of Karagwe District. In year 1 we intend to start with 12 wards of Karagwe District as it is important to start small and move to second phase after gauging past operations before embarking on the final stage of our project. This is important as it gives room to look at the successes and weakness in the project implementation, so that in the second stage we can easily adjust and move forward. The 17 wards left will be dealt with in the second and third phase.

4 Production of mobility appliances including: Tricycles, wheelchairs, crutches, calipers, hand sandals, kneepads and artificial limbs and introduce training in the same to disabled females and males Mobility appliances produced by disabled people themselves. Disabled people are the ones who feel the pinch of not having mobility appliances, hence the need to produce them.
5 Hire a show/sales room in the centre of the Karagwe District council Managed and owned by disabled people. Sales from normal bicycles and disability mobility appliances enough to pay rent in subsequent years.
6 Sensitization and formation of disability and reserve fund committees to work on the formal education and purchase of mobility appliances of disabled children/people in the 29 wards of Karagwe District. (Responsible: Project coordinator with the help of Government village leaders Committees are all local and community based, involving local leaders Inclusion of disabled people from the 5 common disabilities in the community in the said committees.
