BACKGROUND INFORMATION OF RURAL HEALTH CARE FOUNDATION (RHCF)
Rural health care foundation (RHCF) started in 1998 as a non profit making indigenous and non government organization (NGO) which operates in Mubende and is fully registered with Mubende district community services and the ministry of internal affairs with the serial number of certificate is 59/7265 to improve the health status of the rural communities.
Since 1998 the organization has been operating in rural areas of Mubende district to work with rural poor, disadvantaged and marginalized groups like orphans, and other vulnerable children, infected people living with HIV/AIDS and disabled people.
RHCF has constructed / protected 33 water sources founded by Aid link Ireland in the three parishes of Kibalinga, kaweri and Nabingola in Bagezza sub- County.
The organization has enough experience and good staff to implement the projects of integrated water, Hygiene and sanitation improvement, to help the rural communities of Mubende to access clean safe water and the promotion of hygiene and sanitation services in home and schools.
RHCF intends to protect 5 ordinary spring wells and construct 20 shallow wells in one year in these targeted areas in order to improve the water situation similarly trainings workshops/ seminars will be conducted through out areas to focus on hygiene and sanitation services.

MISSION
To excel as an enabling organization for development of the community so as to improve the quality of their lives of the poor and disadvantaged people mostly PHA”S ,women groups and orphaned children through increasing their income and house hold food security and education with skills .
OBJECTIVES OF THE ORGANISATION.
• Increase HIV/AIDS awareness among the marginalized and disadvantaged groups .
• Increase easy access to clean safe water and sanitation improvement services.
• Build the capacity of HIV/AIDS orphans to live a quality life and make them self reliant through acquisition of practical skills.
• Increase food security and commercial food processing .
• Insure environmental management and sustainability.
• To empower women and youth in their economic activities.
PROBLEM STATEMENT
Among the four pillars of Poverty Eradication Action Plan (PEAP 1997) is the enhanced quality of life of poor (revised PEAP VOL.1) through primary education, primary health care, water environmental sanitation, adult literacy and environment. The water and sanitation sector was identified as a key sector was improving the quality of the life of the poor. The Uganda Participatory Poverty Assessment process (PPAP) caries out to learn from the poor revealed that ill health was the most frequent motioned cause of poverty and this was intensified by lack of access to clean safe water. In adequate sanitation poor solid waste management which result in high incidents of water related illness causing economic and physical hardship(national) NGO conference Nov 2002. In the new targeted areas have very low levels of safe water of less than 33% especially in Mityana District
BENEFICIARIES
This project will directly benefit the rural poor communities where by over 53650 people will directly benefit from the constructed water sources, promotion of Hygiene and sanitation service in homes and schools, the targeted beneficiaries will be women and children and this will reduce to be affected by common disease as associated with poor hygiene and sanitation service. This project will help also women and children to reduce the time taken to fetch water and giving those more to obtain good education and women will concentrate cultivation and other alternative live hood activities.
1.2 Project objectives
1. Increase easy access to clean safe water to 53650 people by protecting 25 water sources.
2. Increase access to safe latrine coverage of the people of the Sub- counties from the present 18% to 355 in periods of one year.
3. To promote good hygiene behaviors change among the communities.
4. To facilitate the communities of the three sub- counties form structure that will manage and sustain project.
5. Help the community in these two sub countries to improve on the existing water resource.
SPECIFIC OBJECTIVES OF THE PROJECT.
• To support the communities by protection at least 25 water sources in six month to benefit over 53650.
• To change the unhygienic behavior among the homesteads targeting hand washing after latrine and proper storage utensil in six month.
• To support committees put in place management structure (committee) for water sources, hygiene and sanitation for improved and sustainable facilities
EXPECTED OUTPUTS
• 20 Shallow wells constructed in in six month
• Construction of 5 ordinary spring wells.
• Safe latrine coverage rose from the present 18% to 35%.
• Management structure to protect output in place e.g 25 water source users committees
• Increased community concern/belonging towards the (water, hygiene and sanitation)
MONITORING AND EVALUATION
• The project coordinator will inspect physically each successive stage of development in the project. He will show that the work is well done, continuously will rule out sub-standard work.
• The project coordinator will also take on super visionary role during the implementation of the project.
• Monthly quarterly and annually work plans shall be assessed as well as progressive reports.
• A community monitoring system shall be developed in which the community shall be able to use and ensure operation and maintaining of water sources.
