Background
On June 25, 2013, President Barack Obama unveiled a comprehensive plan to address climate change. The cornerstone of the administration’s plan was a proposal to reduce industrial carbon pollution from both new and existing power plants, which are responsible for emitting 40% of carbon pollution in the United States.
