The Fund for Public Health in New York, Inc. (FPHNY) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNY implements programs to address pressing public health needs, fosters private sector support to enhance health and health care, and helps educate the public regarding the protection of individual, family and community health.

BRIEF SUMMARY OF THE PROGRAM:

This grant funded program will support NYC mental health providers in adopting electronic health records (EHRs) and will promote the implementation of health IT infrastructure to improve care coordination between mental health and primary care services.

POSITION OVERVIEW & RESPONSIBILITIES:

The Project Manager will report to the Technical Director, provide project management support, technical guidance, and be dedicated to assisting NYC mental health providers in the adoption of interoperable electronic health records (EHRs). The term of the assignment is grant-funded through December 31, 2013.

The ideal candidate will have experience with implementation of and training for EHR systems, have direct knowledge of interoperability concepts, have the ability to manage multiple projects at multiple locations at once, and possess excellent interpersonal and writing skills. The Project Manager will:

  • Provide consultative support to practices during and after EHR go-live, escalate issues as needed, and review system-wide issues for status and resolution.
  • Assist provider practices with Regional Health Information Organization (RHIO) connectivity tasks, including issues resolution, and testing oversight.
  • Provide guidance to mental health and primary care providers regarding the EHR selection and implementation process, workflow optimization, RHIO concepts, the Meaningful Use Incentive Program, quality measures reporting as well as other relevant topics for the provider community.
  • Develop and deliver presentations and trainings in group settings and via webinars to internal and external audiences.
  • Collaborate with the grant team to write quarterly narrative reports describing grant achievements to-date
  • Maintain full working knowledge of partner contract scopes and budgets
  • Work closely with contract partners to collect evidence of contract milestone deliverables. relevant expense documentation and financial reporting
  • Review and evaluate mental health providers' strategic plans for patient electronic referrals, subscription/ notification services and health information exchange via a RHIO
  • Review and validate Meaningful Use and utilization data, provide data feedback, and suggest improvements in the appropriate workflows.
  • Participate in regular status meetings with EHR vendor(s), mental health/ primary care practices and NYC DOHMH staff; present progress/issues and risks/mitigation plans
  • Serve as a liaison between providers and the EHR vendor.
  • Track issues, issue status, and resolution.
  • Update tracking tools with relevant provider project data.

QUALIFICATIONS:

  • Bachelors Degree and 2+ years of documented implementation, training, and support experience, including management of a specific project
  • Project management skills; preferably for an IT project
  • Experienced in Microsoft Office, including MS Project and Visio
  • Minimal travel between various sites in NYC
  • Ability to work independently
  • Excellent time management skills

PREFERRED SKILLS:

  • Knowledge of interoperable Health IT systems
  • Ability to assess project risks and be able to develop mitigation plans
  • Ability to establish and document project priorities
  • Familiarity with the public mental health system
  • Familiarity with Electronic Health Record system components including clinical, billing, laboratory, interfaces, reporting, and public health functionality
  • Knowledge of healthcare-related standards such as NHIN, HL-7, and CCHIT
  • General understanding of application programming, interfaces, and database and system design

SALARY AND BENEFITS:

FPHNY offers a competitive salary and benefits package with a maximum of $70,000 (annualized) salary depending on experience.
