The Asian Pacific American Legal Center (APALC), a member of the Asian American Center for Advancing Justice, is the nation's largest Asian American, Native Hawaiian and Pacific Islander (AANHPI) legal and civil rights organization and serves more than 15,000 individuals and organizations every year. Founded in 1983, APALC's mission is to advocate for civil rights, provide legal services and education, and build coalitions to positively influence and impact Asian Americans and Pacific Islanders and to create a more equitable and harmonious society. Through direct legal services, impact litigation, policy analysis and advocacy, leadership development and capacity building, APALC seeks to serve the most vulnerable members of the AANHPI community while also building a strong AANHPI voice for civil rights and social justice.

Position Summary: This position is in APALC's Health Access Project (HAP), which seeks to address the health care needs of AANHPI communities and to increase access to affordable, quality health care for AANHPIs through outreach, education, and advocacy. Through HAP, APALC anchors the Health Justice Network (HJN), a statewide network of over 30 AANHPI organizations working on health care reform issues. The Health Programs Manager will develop and oversee the outreach and education campaign for Covered California and other health care reform efforts and supervise the Health Programs Coordinator. The Health Programs Manager will have primary responsibility for coordinating and conducting outreach, education, and enrollment efforts to promote Covered California, the Medi-Cal expansion, and federal efforts to implement health care reform, overseeing compliance with all grant requirements and deliverables, and assisting the HAP Director with the implementation of HAP's overall work plan. The Health Programs Manager will work under the direct supervision of the HAP Director and in close coordination with other HAP staff.

Responsibilities and Duties:

· Develop and implement APALC's Covered California and Medi-Cal Outreach, Education, and Enrollment Campaign for local and regional HJN partners implementing health care reform in California;

· Develop workshops, culturally and linguistically appropriate outreach and education materials, and training curricula for consumers, HJN local and regional partners, and small business groups, as well as conduct trainings and workshops for HJN partners and other organizations working on health care reform;

· Assist HAP Director with the implementation of HAP's overall work and strategic action plans;

· Initiate and strengthen relationships with organizations and policy makers to move HAP outreach, education and advocacy efforts forward, including working on the federal level with other health advocacy groups on implementation of health care reform nationally;

· Supervise Health Project Coordinator, oversee grant reporting, deliverables, agreements, and evaluation;

· Conduct communications and media outreach, including through social media, to promote HAP and HJN;

· Manage HAP's files and website, including supervision of the ResourceCenter with information for consumers, advocates, and small businesses;

· Work with HAP staff and APALC policy team to support partner organizations implementing community education and enrollment, working in coalitions, and supporting policy efforts that promote community engagement;

Qualifications:

· Bachelor Degree (a relevant graduate degree a plus);

· Minimum of 3 years experience demonstrating campaign development and implementation, project management, and organizational skills, with strong attention to detail and task oriented;

· Minimum of 3 years experience in health care reform and/or health care systems issues, including Covered California, Medi-Cal program, and/or the health care safety net system;

· Knowledge and experience working with diverse coalitions, especially AANHPI communities, in California;

· Strong commitment to social justice;

· Recent supervisory experience;

· Excellent oral and written communication skills and strong writer;

· Must be creative, self-directed, motivated, organized, comfortable working independently and have the ability to initiate and coordinate projects in a timely manner;

· Ability to work flexible hours, including some evenings and weekends;

· Valid driver's license, insurance, and access to an automobile or alternative means of transportation;

· Excellent computer and word processing skills and familiarity and experience with Microsoft Word, Excel and the Internet;

· Design experience, including familiarity with Adobe Photoshop, InDesign, Illustrator, and other software programs a plus; and

· Bilingual ability in an Asian American or Pacific Islander language a plus.
