PHI is seeking a full time Lead, Inclusion and Diversity for the Global Health Fellows Program II. This position is located in Washington, DC.

The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-IIs goal is to improve the effectiveness of USAID health programs by addressing the Agencys immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agencys ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

Supervised by the Project Deputy Director, Talent Acquisition and Participant Support, the Lead, Inclusion and Diversity implements, updates and manages GHFP-IIs Diversity and Inclusion (D&I) strategy. S/he leads GHFP-IIs strategies for enhancing talent diversity and fostering an inclusive work environment for program participants. The Lead serves as subject matter expert and internal program resource on how to build inclusiveness into all GHFP-II participant-focused activities. SH/e also advises program leadership on all matters relating to diversity and inclusion.

Duties & Responsibilities:

Talent Diversity

  • Develops and implements the program's talent diversity strategy aimed at reaching communities underrepresented within the field of global health for placement opportunities with the Program
  • Establishes and grows relationships with minority serving institutions and other institutions with diverse student populations that have STEM (science, technology, engineering, math), health, social work and other degree areas related to public health
  • Expands and maintains the quality of diversity resources and professional networks, including outreach and networking with professional associations, alumni associations, affinity groups, job fairs, international organizations, and other venues as appropriate Refines and implements eligibility qualifications and requirements of applicants for internship opportunities using latest, best practices approaches, including holistic review/distance traveled concepts
  • Collaborates with other GHFP-II staff to create synergy amongst the programs diversity and outreach strategies and plans
  • Participates in program outreach efforts, representing GHFP-II at conferences, job fairs, webinars, virtual career fairs and other fora
  • Attends conferences, meetings, affinity group gatherings and other meetings to stay current in D&I best practices. Applies and shares within the Program
  • Shares knowledge of and networks with diversity resources for talent with other program staff and partners (GlobeMed, Global Health Corps)

Subject Matter Expert and internal D&I resource

  • Refines and continually improves the programs D&I strategy
  • Develops and sustains effective working relationships with USAID diversity stakeholders: Office of Civil Rights and Diversity, Office of Human Resources (Outreach), the Office of Small and Disadvantaged Business Utilization (Minority Serving Institution Programs); Employee Affinity Groups (e.g., Blacks in Government, LGBT, Women, Asian American, Native American Alaskan Native, the Hispanic Employees Council of Foreign Affairs Agencies); leverages these relationships to benefit the Programs D&I strategies and approaches
  • Develops materials (e.g., articles, webinars, presentations job aids) on diversity and inclusion topics for internal Program and client use
  • Regularly analyzes Program tools, processes and policies to assess which elements need to be refined to reflect the Programs D&I values and strategy, and recommends changes where appropriate in coordination with other program staff and partners (GlobeMed, Global Health Corps)
  • Keeps abreast of USAIDs and OMBs diversity and inclusion efforts to ensure programs strategy and activities are complementary
  • Identifies and develops new opportunities for expanding the diversity initiative; promotes and advances diversity initiative across the Program
  • Analyzes data regarding the global health workforce and related academic disciplines to identify trends and opportunities; makes recommendations for changes in or new programming based on these analyses
  • Attend and participate, including as a presenter, at diversity conferences, affinity group meetings, and other fora relevant to GHFP-IIs D&I strategy

Program Management

  • Oversees partnership with GlobeMed, including managing GHFP-II contractual relationship, technical guidance and monitoring / evaluation of GlobeMeds activities
  • Contributes to the Programs monitoring and evaluation efforts, by tracking participant and outreach data, reporting on diversity and inclusiveness activities, and assisting in the design and implementation of ongoing and new M&E activities related to D&I, such as surveys and focus groups
  • Manages a GlobeMed Diversity and Inclusion Fellow
  • Actively participates in Programs Implementation and Results Team (IRT); collaborates with IRT members to identify and incorporate D&I best practices into their work areas where appropriate
  • Regularly updates content (e.g., drafts articles, identifies appropriate resources, provides photos) for the Diversity section of GHFP-IIs public website and social media outlets
  • Regularly updates and maintains data related to the Programs D&I strategies and approaches (e.g., external contacts, data set analyses, surveys)
  • Coordinates with PHI HR on EEOC and Program-related diversity data collection and reporting

Qualifications:

  • Bachelors degree in HR, organizational development, law, business or related discipline required. Master degree highly desirable
  • Diversity / EEO certification by an accredited institution desired
  • A minimum of 7 years professional experience to include at least 3 years experience with diversity and inclusion
  • A broad and deep understanding of and passion for diversity and inclusion strategies, approaches, programming and networks
  • Demonstrated knowledge of US Federal government and private sector diversity and inclusion efforts
  • Understanding of best practices and current/future workplace trends in inclusion talent management (hiring, retention and promotion)
  • Well-developed familiarity with and knowledge of diversity and inclusion networks and resources
  • Demonstrated familiarity with working in an international context or with global teams
  • Ability to develop proactive strategies, plans and policies, with the ability to communicate them to a wide variety of audiences
  • Demonstrated superior professional relationship and influencing skills with an emphasis on collaboration and partnerships to drive results
  • Strong analytical skills; proficient in interpreting data, identifying trends and developing thorough analyses for making programmatic recommendations and decisions
  • Strong writing, editing skills and verbal communication skills, with the ability to communicate with all levels of internal and external stakeholders / audiences
  • Training and/or facilitation skills
  • At least one supervisory experience
  • Ability to exercise high levels of discretion and judgment
  • Advanced organizational skills
  • Demonstrated adaptability, resourcefulness, and creative problem-solving
  • Ability to make independent decisions while being comfortable having direction set by manager

  • Excellent English verbal and written communications skills
  • Ability to travel in the US and overseas as needed

This is an exempt position and the salary is commensurate with experience.
