POSITION DESCRIPTION
Clinical Specialist II
REPORTS TO: Program Manager or Community Director
POSITION SUMMARY:
The Foster Care Assessment Program (FCAP) Clinical Specialist II provides assessment and follow-up services to children in DCFS out-of-home placement who lack a finalized permanency plan. The primary goal of the FCAP service are to: 1) Assess the health and well being of children in out-of-home care and ensure that their needs have been met, and 2) identify and help remove obstacles to permanency planning.
DUTIES AND RESPONSIBILITIES:
Under the supervision of the FCAP supervisor, with the clinical oversight by the FCAP Clinical Director:
·Conducts structured interviews with key people involved with referred children, such as the DCFS caseworker, caregivers, GAL/CASA volunteers, birth parents, teachers and service providers
·Administers and interprets the results of standardized tests, such as the Pediatric Symptom Checklist (PSC-17), the Trauma Symptom Checklist for Children (TSCC), the Child Sexual Behavior Inventory (CSBI), the Strengths and Difficulties Questionnaire (SDQ), the Vineland Adaptive Behavior Scales, and the Child and Adolescent Functional Assessment Scale (CAFAS)
·Reviews existing child welfare, health and education records for referred children
·Obtains pediatric, psychiatric, psychological, cultural diversity and permanency planning consultation as needed to complete FCAP assessments
·Prepares timely Service and Permanency Assessment Reports (SPARS) for DCFS
·Coordinates and facilitates service planning with DCFS to meet identified treatment and permanency needs for referred children. Provides up to six (6) months of follow-up assistance and monitoring to the case after assessment
·Completes all measures and interviews in the data system (Pi)
·Educates DCFS and community agencies about FCAP. Participates in HCSATS presentations and training about FCAP services, as requested
·Advocates for the values of a diverse population within CHSW and the Community
·Performs other duties as assigned by Supervisor
MINIMUM QUALIFICATIONS:
·Masters degree in Social Work or related field required, plus 5+ experience postgraduate clinical practice with children, youth, and families
·Required Agency Affiliated Counselor Credential
·Knowledge of child, adolescent, and family development
·Understanding of various treatment principles and interventions
·May require additional training on one or more specialized clinical areas: including but not limited to sexual and physical abuse, domestic violence, co-occurring disorders, chemical dependency, etc
·Skill in complex clinical assessment and diagnosis
·Understanding of the provision of services to a diverse socioeconomic and cultural population
·Proficient in MS Office
·Requires Department of Health License in one of the following: Social Worker, Marriage and Family Therapist, or Mental Health Counselor
·A valid Washington State driver's license is required
·Proof of CPR and First Aid Certification is required
·HIV/AIDS and blood borne pathogens training is required
·Must possess strong human relations skills to communicate and work effectively within a culturally diverse work environment and community
·May provide clinical supervision to interns and/or other clinical staff when needed.
