The HR Operations Manager is responsible for guiding the organization to achieve full legal compliance across payroll and human resources. This position oversees policies, processes and benefits that protect both staff and the organization and is a friendly face in HR that staff can come to with questions and problems, knowing they will receive reliable information and a timely response. This position will work to improve and streamline HR processes, including developing and implementing systems that ensure strong and accessible support for employees and legal compliance. We are a growing organization, as we're looking for someone who can help us build capacity to prepare for a smooth expansion over the next few years. Greenpeace is truly only as strong as our people, and the HR Operations Manager will be intimately involved with supporting a strong, diverse, collaborative team at Greenpeace.

Responsibilities:

1. Provide strategic vision, guidance, expertise and leadership in human resources to Greenpeace USA.

2. Line manage and mentor a team of HR professionals, including the Payroll Specialist, HR Assistant, and HR Administrator to complete work in the following areas:

A. Administration and Legal Compliance

  • Drive compliance audits and improvement plans
  • Manage reporting and compliance processes, including but not limited to: workers compensation insurance claims and coverage, OSHA, BLS, FMLA, DOL filings, and any necessary audits
  • Work with the Frontline fundraising canvass program to manage risk and compliance in that program
  • Maintain and expand knowledge and understanding of existing and proposed federal and laws/regulations affecting human resources management; interpreting appropriate laws and policies and advise management and employees accordingly
  • Process or coordinate processing of employment verifications and employee changes
  • Conduct annual renewal process for all personnel and business lines of insurance
  • Review and approve monthly and/or annual invoices from benefits carriers
  • Maintain and manage personnel records and other departmental files. Ensure HRIS and payroll database is current and accurate at all times and provide computer-generated reports as needed
  • Ensure that payroll is processed efficiently and accurately, that federal, state, and local taxes are reported in a timely fashion, and that termination checks are cut in accordance with state laws
  • Oversee the process of onboarding 100+ staff per week along with an additional 100+ staff per week in offboarding at the height of the summer fundraising canvass.

B. Business Processes, Efficiency and Accuracy

  • Develop auditing procedures for all HR processes and benefits
  • Oversee improvements in systems and process to increase efficiency and ability to scale with organizational growth

C. Supporting Employees

  • Provide leadership in Diversity and Inclusion work, particularly around policies and procedures
  • Conduct HR portion of new employee orientation and manager orientation
  • Assist employees with HR-related forms, procedures, benefit, HR policy questions.
  • Maintain Greenpeace's Personnel Policy Manual, including reviewing and recommending policy changes and answering staff questions
  • Provide appropriate counseling, coaching, and conflict mediation to staff, necessary to promote a healthy and productive work environment as needed
  • Coordinate with legal team to address legal issues that arise and advise managers accordingly

D. Other

  • Assist with high level or high risk administrative tasks as necessary

Qualifications:

Skills and Attributes -

  • An ability to relate to and support individuals across cultural difference and at various levels in the organization
  • Advanced skills in Excel and HRIS database software, preferably ADP
  • Highly organized
  • In depth knowledge of employment law
  • Strong interpersonal skills including written and verbal communication skills.
  • Ability to communicate complex and detailed policies, programs, and benefits to the staff and general public.
  • Friendly and service-oriented.
  • Ability to effectively lead diverse, collaborative teams
  • Demonstrable commitment to the value of a diverse and inclusive workplace
  • Commitment to Greenpeace's mission.

Proven ability to -

  • Support a multi-state organization
  • Manage, mentor, and develop staff
  • Handle high-risk administrative tasks successfully
  • Set up monitoring controls and other systems to ensure accuracy in large databases
  • Work independently and handle confidential information
  • Minimum of four years of experience as an HR Manager, though professionals with experience in other operations management positions are also encouraged to apply
