Role and Responsibilities
The Programme Funding Manager (PFM) has responsibility for researching new funding sources, preparing specific bids, proposals and financial reports for submission to institutional donors as well as donor relationship management and maintenance of appropriate information systems. Providing strategic support, monitoring, reviewing and evaluation of all aspects of Medair programmes, the Programme Funding Manager plays a key role in grant coordination.
Project Overview
Medair is working in DR Congo to respond to the humanitarian needs resulting from the conflict-related population displacements. Medair has been working in Province Orientale since 1996 providing an integrated programme of Health, WASH and Infrastructure Rehabilitation activities.

Key Activity Areas
Donor Relations Management
- Support the Deputy Country Director (DCD) and Country Director (CD) in maintaining efficient donor relationship management (e.g. providing appropriate and timely feedback to ensure they are fully informed of project progress and success) with all new and existing donors.
- Administer the drafting and presentation of all proposals, operational and financial reports related to the country programme, in collaboration with the relevant senior field managers and HQ staff.
Communication
- Ensure that best practice is communicated, followed and shared in all aspects of grants management.
Programme Management
- Work with the relevant Sector Manager(s) to ensure the integration of beneficiary participation and accountability in programme activities.
- Work with the DCD and HQ staff to develop and implement a relevant and sustainable country strategy.
Grant Management
- Prepare institutional donor proposals and reports, managed by the DCD and in consultation with other senior field managers and HQ staff, enabling all donor requirements and deadlines are met.
- Maintain an overview of the country programme's relationships with, and funding from Medair's key institutional donors.
- Liaise with Institutional Donor Relations, Finance and Communications and Fundraising teams in HQ to coordinate and consolidate the preparation of timely narrative and financial reports for donors.
- Establishing and maintaining appropriate systems and procedures to ensure the compliance with donor contracts.
- Represent Medair at country-level meetings with donors, as required.
Quality Management
- Ensuring that applications and reports are produced to a high standard, comply with guidelines, deadlines, contracts and other donor needs and requests.
- Action relevant advice from HQ regarding institutional donor project quality, strategy and technical guidelines.
Qualifications
- University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject
Languages
- Strong working knowledge of French (spoken and written)
- Strong working knowledge of English (spoken and written)
Experience / Competencies
- 1 years post-qualification experience in a complex humanitarian emergency
- Monitoring and Evaluation (M&E) experience
- Experience of maintaining grant management systems
- Advanced planning, assessment and analytical skills
- Good negotiation and networking skills
- Numerate and able to understand and work with project budgets, financial reports and financial management systems
- Self-motivated, energetic, hard-working, servant-hearted
- Creative, open-minded, flexible, self-learner
