Program Officer – Arlington, VA
Effective with the release of this announcement, Winrock International seeks applicants for the position of Program Officer/Practice Lead for Civil Society Strengthening (CSS) and Organizational Development (OD). The responsibilities, duties and qualifications for this position are described in the attached position description.

POSITION DESCRIPTION
Position Title: Program Officer, Civil Society Strengthening/Organizational Development
Location: Arlington, Virginia
Department: Empowerment and Civic Engagement Group (ECE)
Reports To: Group Vice President, ECE
POSITION SUMMARY:
The Program Officer will build the group's program area of civil society strengthening and capacity building of government officials from community to national levels in developing countries with particular focus on community-based and participatory development, advocacy, good governance and transparency, peace and security, institutional capacity strengthening, network development, and stakeholder engagement. The selected candidate will also support ECE and Winrock on-going CSS/organizational development programs and lead development of proposals for this program area.
MAJOR RESPONSIBILITIES:
- Develop and implement, in coordination with ECE staff, other Winrock business groups and field staff, a strategy for civil society strengthening, indigenous organizational development, and capacity building of government that seeks active participation of women, youth, and other marginalized groups
- Provide technical support to local projects to build technical and organizational capacity and accountability of and among government, NGOs, associations and networks
- Design and manage institutional assessment tools, training and technical support
- Represent Winrock at external events, nationally and internationally, and position Winrock for expanded work in civil society strengthening
- Lead Winrock's new business efforts, including donor engagement, development and submission of proposals for civil society strengthening and organizational development in Africa, Asia and East Central Europe.
- Serve as a home office program manager to select ECE programs—conducting site visits, providing program implementation and technical support, monitoring expenses, assessing program impact, and serving as a liaison between field and home office
- Participate in divisional and cross-divisional program/project planning and proposal development
- Provide advisory/technical support to other ECE staff on CSS and OD
OTHER RESPONSIBILITIES:
- Build and maintain relationships with current and future donors and external audiences
- Conduct other relevant tasks as assigned
QUALIFICATIONS AND BACKGROUND:
Education:
Master's degree or comparable experience in field related to community development, advocacy, and organizational development, government capacity building, with an international development focus.
Experience:
- At least six years' experience in international development related to civil society strengthening and organizational development; demonstrated commitment to issues and programs integrating gender and youth in development;
- experience in working with community-based organizations, NGOs and government in areas of good governance, organizational development, conflict resolution, peace and security; experience in designing and implementing institutional assessment tools and training others in their use;
- demonstrated success in conceptualizing, leading and winning major proposals, especially with USAID and other USG entities;
- experienced in program implementation; and extensive field work in developing countries and emerging democracies.
Skills:
- Demonstrated skills/experience in development and application of tools to assess and strengthen capacity of
- community, NGO and government agencies
- Demonstrated skills in project planning, budgeting and financial analysis
- Experience in proposal writing and knowledge of quantitative and qualitative monitoring and evaluation methods
- Excellent communication skills (written and oral) for proposal preparation and communicating with donors
- Basic computer skills in Microsoft Suite
- Ability to meet deadlines and manage multiple tasks; and must be a team player with good interpersonal skills.
Other:
- English fluency required; one additional major language is preferred.
- Familiarity with USAID's FORWARD initiative, HICD, OCAT, and other current and relevant tools and frameworks highly desirable
- Experience/network in Winrock's core geographic areas of Africa and Asia essential; additional experience and contacts in the Middle East is a plus.
