Under the supervision of the Director of Climate and Environmental Planning, the Climate and Buildings Program Manager develops and implements policies and programs to support the City's climate action plan (climate mitigation and adaptation), sustainable development, air and noise pollution reduction, and other environmental goals.
In particular, the Program Manager will implement the City's new Building Energy Reporting and Disclosure Ordinance, which requires building owners to report annual energy and water use to the Air Pollution Control Commission (APCC). Responsibilities include developing supporting regulations, managing the regulatory process, developing data-quality procedures, working with EPA's Portfolio Manager and other Web-based tools to create a data collection and disclosure mechanism, and conducting outreach to Boston's real-estate sectors. The Program Manager will analyze greenhouse gas emissions data derived from energy reporting to further Boston's greenhouse gas reduction goals.
The Program Manager will also contribute to other efforts of the Climate and Environmental Planning Group and the APCC. The Program Manager will conduct research; administer grant programs; assist residents, businesses, and institutions; participate in enforcement activities; collaborate with other municipal departments and state and federal agencies; and perform related duties as necessary to further Boston's climate, environment, and sustainability goals.
Performs related work as required.
Minimum Entrance Qualifications:
Applicant must have at least four (4) years of professional experience in environmental science and policy, building management, or engineering. Must be able to work independently in a fast-paced setting. Knowledge of and familiarity with environmental law and regulation, building science and engineering, climate science and policy, or data management and statistics preferred. Excellent analytical, verbal, and writing skills are essential. Ability to exercise good judgment and focus on detail as required by the job.
SUBSTITUTIONS: Law degree, or master's in public administration, environmental policy, business, engineering, or related field may be substituted for three (3) years of the required experience. Bachelor's degree alone may be substituted for two (2) years of the required experience.
