About PYN:

The Philadelphia Youth Network (PYN) is a nationally-recognized intermediary organization dedicated to improving the economic and education outcomes of Philadelphia's youth. PYN organizes its work around four core functions: leveraging, coordinating and managing public and private investment directed at youth education and workforce development in the Philadelphia region; convening and leading cross-sector partnerships and initiatives that enhance opportunities available to Philadelphia youth; designing, managing and replicating effective program models that prepare Philadelphia youth for the future workforce, focusing particularly on youth that live in poverty, have dropped out, or are at risk of dropping out of school and/or are involved with public care systems; and organizing these program models into coordinated service and delivery systems.

PYN is funded by the William Penn Foundation to support the coordination and management of Youth Development Initiative (YDI), including system-wide and organizational capacity-building. For over 8 years, the YDI has provided services to organizations in Chester, PA and Southeastern and Eastern North Philadelphia YDI seeks to create a strong collaborative system in which youth ages 12 to 18 in targeted communities become connected to quality programming in their neighborhoods.

About the Chester Youth Collaborative:

The Chester Collaborative (CYC) is an initiative of Crozer-Keystone Health Systems and the City of Chester. The CYC is the Youth Intermediary for the city of Chester, convening, connecting, and working to build the capacity of youth organizations serving youth ages 12-22. The CYC also informs, educates and organizes a broad and diverse network of community partners, policymakers and stakeholders to leverage greater access to resources and opportunities that address the needs of youth in the Chester area. CYC facilitates several subcommittees that address these quality of life issues impacting Chester youth (Health & Wellness; Post-Secondary Access; Workforce Development; and Quality Out-of-School Time). General Description:

The Data Entry Specialist (DES) will function as part of the CYC team working directly with the CYC Data Manager. The DES is a temporary position beginning July 2013 and extending through December 2013. The DES is responsible for data entry of client information into multiple client tracking systems. The DES is responsible for the quality and quantity of information collected and recorded as documentation of program performance. The DES communicates with the CYC Data Manager to ensure high-quality performance and is responsible for all troubleshooting of student information. The DES is responsible for ensuring that CYC management is aware of any challenges that may prohibit the program from achieving its goals; this includes administrative and programmatic measures. The DES ensures that all student records both electronic and paper are maintained with the utmost accuracy and consistency at the Provider sites. The DES work responsibilities span the following areas:

  • Data Entry into multiple client tracking systems
  • Administrative Efficiency Performance Tracking into client tracking system
  • Translation of program activity into multiple client tracking systems
  • Data Integrity Validation
  • Ensures Provider Record Management system

Essential Functions:

  • Quality review of all program information to ensure completeness and accuracy prior to entering the information in any data system
  • Communicate with the CYC Data Manager, any challenges that prohibit the entry of information and ensure the implementation of the resolution.
  • Communicate with the CYC Data Manager to ensure that information accurately reflects all phases of program activity
  • Adheres to the established CYC data policies and procedures
  • Coordinates all data entry work flow for multiple data entry projects, including enrollment. Closeout, Worksite Agreements, Intern Request Forms, Pre/Post Tests, Youth Assessment Forms, Youth Satisfaction Surveys, etc.
  • Data entry of all required client information into the clients tracking systems used by CYC/CYC partner agencies.
  • Ensure that the Student files are organized and stored properly at Provider locations.
  • Maintain the integrity of data entered and stored on all program participants
  • Maintenance of member information in internal and external database systems, including updating and corrections
  • Research, resolve, and respond to data discrepancies
  • Support the analysis of program performance and prepare periodic reports and spreadsheets as directed including enrollment, participation, achievement and follow-up
  • Track and monitor incomplete files and incomplete paperwork
  • Translation of program activity into multiple client tracking systems
  • Manage other duties as assigned.

Education, Experience & Skills Required:

  • Ability to communicate effectively, both orally and in writing
  • Ability to interpreted data necessary for data entry into client tracking systems
  • Ability to gather data, to summarize information, and prepare reports.
  • Ability to identify and reconcile data entry validation errors
  • Ability to troubleshoot and evaluate issues
  • Ability to understand and follow specific instructions and procedures.
  • Demonstrated ability to manage multiple projects in a high paced environment which includes being highly self-motivated and disciplined; able to take ownership and drive projects through to completion
  • Experience with WIA and TANF funding auditing and monitoring practices
  • Must be flexible and customer oriented
  • Must have verifiable knowledge of Microsoft Office and Excel, or comparable software applications.
  • Successful completion of a criminal and child abuse clearance
