Job description


The Enrollment Navigator will provide information and assistance to individuals eligible for health coverage and link them to a medical/dental home. In addition, provide participants with information that will allow individuals to make well informed decisions selecting their provider and plan; provide information on how to navigate state plan and provider systems; and educate participants about their options and obligations under the ACA (Affordable Care Act). In cases where participants cannot either afford or qualify, the enrollment navigator will refer the participants to Sea Mar Community Health Centers to access other health resources. The enrollment navigator must meet all program targets, outcomes, & goals.


  • Provide culturally competent and linguistically appropriate outreach services.
  • Design and implement an outreach and enrollement plan.
  • Outreach to at least 1,500 households per year, at least 1,275 (85%) of them will increase their knowledge of the ACA (Affordable Care Act) enrollment process; and 480 to 720 participants will be enrolled.
  • Create a basic step-by-step curriculum and a one-page Spanish-language fact sheet to be used in workshops and one-on-one sessions.
  • Conduct (1) workshop at the start of the project for ECDLR, educating the staff on the ACA and the common barriers facing the Latino community.
  • Conduct (22) monthly workshops over the funding period
  • 1st workshop of month shall be targeted to participants in ECDLR 's various programs.
  • 2ndworkshop of month shall be open to the general public, and shall be properly advertised.
    • Enrollment Navigator shall continue to build strong relationships with other local latino focused organizations such as Casa Latina and Consejo Counseling.
    • Meet one-on-one with interested individuals and families, and help them navigate the system, understand their options, and explain all aspects.
    • Provide a monthly narrative, program performance report for Board of Directors.
    • Attend weekly Charla meetings.
    • Refer qualified participants to ECDLR's other 44 wraparound services.
    • In cases where individuals or families cannot enroll fro coverage under the ACA, the Navigator will refer the particpants to Sea Mar Community Health Centers for medical, dental, mental health, substance abuse and case management services.
    • Meet with the Human Services Director on a weekly basis for program review.

  • Attends staff meetings as required.
  • Performs other duties and responsibilities as assigned.


Essential minimum skills, education, and experience:

  • Bilingual Spanish/English both written and oral fluency.
  • B.A. Degree in a health care-related or social work-related field.
  • Ability to communicate effectively both in written and oral contexts.
  • Excellent use of Microsoft computer software.
  • Must have strong interpersonal skills.
  • Familiarity with Latino community and/or diverse communities.
  • Must have a Washington State Driver's License, vehicle, and proof of insurability.
  • Must be able to work flexible hours, including evenings and weekends as the position requires.

Additional Preferences and Responsibilities:

Previous experience in community outreach preferred.


Works out of office providing a general office environment a minimum of 40 hours per week. May require a flexible schedule.

All out of office meetings require prior Director approval; and

All mileage reimbursements must be approved by the FMCSC Department Director.
