In July 2012, the Newark Workforce Investment Board (NWIB) received approximately $3 million through the U.S. Department of Labor's (USDOL) Workforce Innovation Fund (WIF) grant program. The NWIB will use this funding to improve data assessment, collection and analysis, and to build a workforce system using techniques pioneered in law enforcement and city government to better deliver services to Newark's job seekers, including underserved communities – representing the first time these techniques will be applied to the workforce system.

The NWIB seeks a Data Analyst to analyze the performance of agencies' portfolio within the One-Stop Career Centers. The Data Analyst is expected to become an expert on the business processes and data outputs associated within his/her respective portfolio. Serving as an internal consultant, the Data Analyst will make recommendations for process improvements that have been identified through rigorous data analysis. The Data Analyst is an employee of the NWIB.

Responsibilities include:

  • Collecting, analyzing, and interpreting workforce development data.
  • Benchmarking best practices in performance measurement in workforce development systems.
  • Developing baseline performance metrics for agencies represented in the One-Stop Career Centers.
  • Integrating performance measures required by federal law with new operational metrics to increase efficiency and improve service delivery.
  • Providing timely and accurate monthly performance reports that evaluate a portfolio of agencies.
  • Reporting programmatic data to the Manager of Data Analytics for performance reports.
  • Performing related duties as assigned by the Manager of Data Analytics

Education/experience:

  • Education: Bachelor's degree from an accredited college or university with a demonstrated interested in workforce systems, performance measurement and management, and/or operations review. Each additional year of approved formal education may be substituted for one year of required work experience. A Master's degree is preferred.
  • Experience: Three years of experience in data analysis in organizations involved with private and/or government.

Preferred skills/knowledge/experience:

  • Knowledge of data collection techniques, including survey methodology, database construction, mapping, data entry, and quality control.
  • Ability to analyze and present data and program information.
  • Computer proficiency in Word, Excel, and PowerPoint software programs. Experience with large data sets a plus.
  • Strong organizational skills.
  • Able to work well with limited oversight and direction.

Salary range: Commensurate with experience.
