The Administrative Director, executes, advises, manages, and oversees the daily administrative operations of the ATP & Youth Programs. Reporting to the Associate Vice President, Youth & Anti-Trafficking Program, the Administrative Director provides project and grant management, budgeting and administrative oversight and assists the Associate Vice President, site Directors and senior staff with financial forecasting, modeling and strategic planning aligned with the goals and initiatives of the programs and components of the Anti-Trafficking & Youth Programs. The Youth Program includes Streetwork Programs for Homeless Youth which has two drop-in centers, one emergency shelter, a peer program and an Outreach component which provides Borough-wide services to youth on the streets The Anti-Trafficking Program provides Intensive Case Management and legal services to victims of domestic and international trafficking and technical and training assistance to providers of victims of human trafficking nationwide.
Essential Job Functions:
- Develop and maintain effective grant-management tools for the division to be used for submitting funding reports, funding proposals, and informing key staff of important budgetary issues;
- · Develop the annual budgets for the programs in collaboration with the program leadership, finance and accounting staff;
- Manage Youth Division's and Anti-Trafficking individual project grants which includes the development of individual budgets, submission of budget modifications/renewals to funders, and forecast of operating expenses;
- Ensure uniformity of contract compliance within the organization by interpreting grant policies and procedures to fiscal staff and program managers;
- Manage, approve and control all program purchases and expenditures including all vendor payment requests, purchase requisition, service purchase orders, consultant agreements, expense reports and fee for service invoices;
- Collaborate with finance and accounting team in the development of accurate monthly budget reports;
- Create administrative policies, procedures and controls to increase efficiency and accountability within the programs;
- Work closely with the Development Department in the development of new funding sources through work that includes identifying new potential funding, drafting proposal budgets and the submission of program materials for the proposal;
- Act as a liaison between programmatic and central administrative departments (i.e. Human Resources, Development, Information Technology and Facilities);
- Monitoring the licensing and regulation requirements for the programs;
- Process all personnel changes and movements within the Division;
- Participate in Streetwork's leadership meetings.
Secondary Job Functions:
- Meet monthly with program Directors to review budgets, expenditures and discuss any pertinent budgetary issues;
- Assist Safe Horizon central office in submission of monthly variance reports;
- Facilitate the Administrative Work Group;
- Collaborate with finance in the preparation for and leadership of monthly Finance Meetings for ATP & Streetwork;
- Conduct internal audits of the programs' petty cash and voucher pots;

- · Experience working in non-profit human service organization
- · Successful track record collaborating with public and private funders
- · Professional experience providing management of resources and preparing financial reports for funding sources
- · Master's degree in public administration, accounting, finance /and or business management and four (4) years of experience in fiscal management.
Desirable:
- · Experience working with vulnerable populations
- · Understanding of Client Centered Practice & Harm Reduction philosophy in direct service and supervisory positions
- · Thorough understanding of computer and systems for preparing reports and overseeing operations
