TITLE: CONSULTANT, MID-TERM EVALUATION OF HIV/AIDS CDC PEPFAR PROJECT in CôTE D'IVORE

BACKGROUND: Population Services International is currently implementing Phase II of RESPECT[1] Strengthen Together the Capitalization and Sustainability Strategies of Asset with all Target Population" HIV/AIDS prevention, treatment, and care program the PSI/Côte d'Ivoire country platform. The 5-year project (2010-2015) is funded by the USG Center for Disease Control (CDC) through the President's Emergency Plan for AIDS Relief (PEPFAR).

This program targets uniformed personnel and their families (OHP), as well as transport workers, migrants and commercial sex workers (PSAMAO). The primary role of PSI-CI is to provide the necessary technical and financial support to local partners, as well as promote the sustainability of this project and build capacity of local partners through a phased-in, tiered capacity building process.

The general objective is to strengthen HIV/AIDS/STI prevention and care among mobile and vulnerable target populations and to build the capacity of Ivoirian uniformed personnel to expand quality HIV prevention and BCC.

RATIONALE FOR ASSESSMENT: At the end of the fiscal year 3, it is necessary to conduct a mid-term assessment to evaluate the quality of project implementation per expected standards and to ensure that strategies developed here match with the objectives of the project.

Objectives:

Establish the overall assessment of the first three years of Phase 2 in order to capitalize on the lessons learned for the last two years.

Evaluate the implementation of the project using the following evaluation criteria:

  • Application of better practices for HIV prevention programs using a combination prevention approach
  • Application of epidemiological data to program design and planning
  • Overall Quality and efficiency of referrals and linkages system
  • Quality of HIV Testing and Counseling service delivery including availability of services, referral efficiency, counseling procedures, commodity availability
  • Quality of MIS and routine monitoring procedures Coordination mechanism;
  • Collaboration and cooperation between the various stakeholders and other partners involved in the response against HIV;
  • Assess progress toward output and outcome level indicators. The level and quality of financial absorption and management. The quality of the institutional framework and staffing structure Overall strengths and weaknesses of the program and identify the critical barriers to success

SCOPE OF WORK

The consultant will perform the following tasks:

The assessment framework and data collection tools and submit for review by PSI team

- Revise framework and data collection tools based on feedback from PSI team

- Review all relevant data and background documents including original program description, Performance Monitoring Plan and log frame, COP feedback from COP10 to COP13 provided by PSI team,

- Conduct in person interviews with key local partners including (sub grantees, program staff, key implementing partners, representatives from the Ministry of Health),

- Compile interview findings in preliminary report revise according to input and present report to PSI team.

Collection tools, progress reports and interim reports will be approved by this committee. The technical committee will also monitor the collection of data by the consultant in the field.

All documents related to the the program and necessary for the understanding of the program (workplan, contracts, reports, publications, annual report, M&E plan, strategic plan, etc) will be provided by PSI.

The consultant, will contact and discuss with all involved partners (AEMCI, SNTMVCI, Espoir FANCI, PEPFAR'S partners having a link with PSI's activities, Ministries, etc) and the PEPFAR.

In addition to the specifications included in the chapter objectives, expected results, and methodology.
The Final evaluation report plus appendices include the following chapters:

- The title: should make clear logo of PSI and PEPFAR with the mention of the Funding Source (CDC PEPFAR)

- Executive Summary: A summary of the evaluation focusing on key priorities and results, conclusions, lessons learned and the most important recommendations;

- Introduction: Presentation of the program being evaluated, the aim of the evaluation, key issues and expected results, presentation of the evaluation team and the evaluation process;

- Description of the intervention and context: a brief overview of the intervention and the context;

- Methodology: a description of the analysis methodology followed by the evaluation team, the argument on the method used, the tools for gathering information and analyzes and an assessment of the evaluation process;

- Evaluation Results: description of findings, data and significant observations to meet the specific evaluation questions, as well as other important aspects proposed by the evaluation team;

- Lessons Learned: general conclusions that can lead to improvements in the future;

- Conclusions and Recommendations: they must contain practical and implementable proposals that will improve the management of future interventions.

- Appendices: It is essential to include the terms of reference, the proposed work (including the description of the evaluation methodology, the tools used, the list of interviewees, references, bibliography, photos, etc.). .

6. Diffusion

The results of the study will be submitted by PSI to CDC/PEPFAR.

Upon acceptance of the final report, it will be presented at a meeting of restitution with PEPFAR as well as actors and all stakeholders in the program.

It is important to note that the assessment document is a key source of verification for the PEPFAR. It is therefore important to involve all local stakeholders and to achieve a true field survey to determine objectively the degree of achievement of intended and unintended impacts in the grant agreements.

LOE

The total LOE for this SOW is expected to be no more than 35 working days.

DELIVERABLES FROM THE ASSESSMENT

The assessment is expected to produce a report that is comprised of the following:

• An analysis of the implementation of the work plan of the first 3 years of phase 2

• The institutional framework for implementation is analyzed.

• Identification of strengths and weaknesses of the program

• Recommendations to improve the implementation of Phase 2 are made.
