Position reports to the Health and Human Services Department. CASA's Health and Human services team responds to the needs of low-income Latinos and other immigrants and
their families, utilizing service provision models that promote building the
power of the immigrant community. This includes community education to
prevent problems and build on community interest and assets, and working to
impact trends that negatively affect low-income Latinos and other
immigrants. The Health and Human Services Department includes Health Promotion
and Community Access, Legal, and Immigrant Integration program.
The Immigrant Integration Program Manager is responsible for coordinating a wide range of CASA's integration support services which seek to address barriers impeding the full participation of immigrants in the larger American society through dedicating resources that facilitate the naturalization process and enhance the comprehension and participation of immigrants in the US financial system. As part of this strategy, the Immigrant Integration Manager oversees CASA's AmeriCorps Integration Support program, the Naturalization Loan Fund Program, the Maryland New American's Partnership and our Financial Literacy programming.
Duties may include, but are not limited to, some of the following which are discussed and prioritized by the employee and supervisor, and reflected in individual and program annual workplans:
1. Program Leadership:
- Lead and coordinate all aspects of CASA's AmeriCorps program, which is part of a statewide initiative that places AmeriCorps members at CASA partner organizations to provide integration support services with an emphasis on naturalization.
- Spearhead CASA's Naturalization Loan Fund, a companion program to the AmeriCorps initiative which provides small dollar loans to eligible legal permanent residents seeking financial assistance to pay for the costs associated with the naturalization process.
- Represent CASA in the Maryland New Americans Partnership, and the National Partnership for New Americans, which are coalitions of progressive organizations providing naturalization assistance in Maryland and the US, respectively.
- Enhance CASA's financial literacy programming including coordinating the participation of partner financial institutions.
- Develop and implement new or improved programming to meet organizational goals.
- Oversee project budgets, preparing reports and statistics for a variety of government and private funders.
- Collaborate with other CASA Departments and programs to ensure that members receive excellent services and are motivated to join in building the power of the immigrant community.
2. Program Administration:
- Develop and implement annual work plans and budgets in accordance with CASA's 5 year strategic plan; participate actively in the annual planning process, including developing and executing individual workplans, evaluating and providing feedback on plans as the year progresses.
- Conduct annual program and personnel evaluations for the program.
- Facilitate organizational meetings, events, and training participation.
- Support the development and expansion of the membership program.
- Ensure fulfillment of all federal, state and CASA requirements.
Other duties assigned by supervisor related to position.
QUALIFICATIONS:
- Ability to perform all of the duties outlined above.
- Bilingual English/Spanish, French is a plus.
- Experience in and strong commitment to workers' and immigrants' rights, including experience working with the Latino and immigrant community.
- Experience working with low-income, immigrant communities, preferably at a non-profit or community based organization within a multi-ethnic/multi-cultural environment
- Established professional track record of increasing responsibilities
- Experience working on citizenship promotion or immigrant integration related programs.
- Experience with program management and leadership.
- Experience supervising or ability to supervise employees
- Excellent writing and speaking skills.
- Strong interpersonal communication, conflict resolution and negotiation skills.
- Excellent computer skills, including Microsoft Word and Excel and other databases, and willingness to learn other needed computer programs.
- Ability to work independently with minimal supervision and as part of a team.
- Highly organized and able to manage multiple ongoing projects.
- Deep commitment to social change and to growing CASA as a membership organization in which members have decision-making authority.
Preferred Qualifications:
- Experience managing government grants.
- Experience working in the government or non-profit sector in Montgomery County, Prince George's County or Baltimore City.
- Experience with identifying funding opportunities and developing successful grant proposals.
- Experience with and comfort working with online tools such as Google Apps, Google Documents, and Salesforce.com.
