TITLE: Deputy Director for Youth and Community Development

DEPARTMENT: Youth & Community Development

REPORTS TO: Chief Program Officer for Youth Community Development

SALARY: $70,000 annually

DATE: August, 2014

JOB SUMMARY: Oversees Youth and Community Development programs for quality of service, contract compliance, professional development of line and management staff and ensure that age appropriate initiatives & GSS core components are aligned to each other & implemented strategically.


  • Masters Degree Preferred in Social Work, Education, Public Administration or related field
  • At least 7-10 years of "hands-on" program management experience in social service agency or comparable setting preferred
  • Success in applying "best practices" in children, youth and family services programs
  • Demonstrated leadership in developing interdisciplinary teams
  • Manages and maximizes available internal and external resources
  • Success in implementing program evaluations and setting professional performance standards for programs.
  • Knowledge and comfort with, designing and monitoring program budgets, making reports, and building relationship with funders from city, state, fed, and private sources.
  • Success in supervising managerial and line staff.
  • Experience in dealing successfully with urban children, youth and families
  • Demonstrated familiarity, comfort and respect with/and for ethnically, racially and culturally diverse populations.
  • Collaborative work style
  • Ability to speak Spanish and/or Chinese a plus.


  • Oversees and directs Youth and Community Development programs portfolios which consist of a OST, Advantage, 21st Century, Beacon, AmeriCorps, AIDP, Summer Camps, Carrera/Dempsey Teen Pregnancy Prevention Program, ESL/GED, and foundation driven Gender base programs
  • Develops and implements program design, policies and procedures, evaluation system, etc..
  • Ensures Grand Street Settlement's mission, vision, and strategic plan is being implemented at all program levels
  • Establishes compliance & evaluation mechanisms and other systems for assuring program quality and effectiveness including setting and meeting performance targets, meeting yearly program goals and milestones, and integrating logic model & other evaluation tools into day to day functions.
  • Integrate Single Stop into existing program, sites, and mental health services.
  • Tracks enrollment, average daily attendance, and retention data & other contractual goals to ensure compliance and ensure that participants receive long term support
  • Fosters an interdependent culture and a generalist perspective among staff, which encourages communication, cooperation, collaboration and conflict mediation through formal and informal means
  • Incorporates a strengths based orientation into work responsibilities. Pursuing opportunities for team and personal growth
  • Monitors program quality and design with input from the Chief Program Officer, develops and implements expansion and initiation of new programs
  • Responsible for recruiting, hiring, firing, training, and supervision of program staff.
  • Acts as a community liaison regarding programmatic and advocacy issues as needed.
  • Participates in budget and grant development, program contract negotiations, and monthly fiscal monitoring of program in her/his portfolio.
  • Participates on committees, task force, external networks, and coalition groups as needed
  • Other tasks and projects as assigned

Specific Targets and functions

  1. Implement income generating fee for service activities at center base facility on Sat & or Sundays.
  2. Manage cohort of programs at either Brooklyn or Manhattan sites.
  3. Oversee compliance and data related requirements for specified program/sites.
  4. Maximize at 95% rate all designated programs expenditures.
  5. Implement GSS core standard activities & curriculum for Academic, Service and Wellness programs.
  6. Develop 3 partnerships per year that provides leverage, support and value added to programs/sites.
  7. Identify 7 new funding sources per year that allows for wrap around, increase per pupil spending, increase % for program support/administration and increases sustainability for existing programs.
  8. Join and attend 3 community groups that provides for advocacy, visibility, and sharing of knowledge and best practices.
  9. Ensure that all program enrollments are met in advance and Average daily attendance is above 85%.
  10. Develop 5 training sessions for department and or Agency.
