Manager, Regional Programming and Implementation

Description

The Manager of Regional Programming and Implementation is responsible for the development, modification, and implementation of the BELL program model, in collaboration with the New York regional leadership team and the National Program team. This role reports to the Executive Director of the Tri-State area regarding the implementation of the program model, regional compliance, and quality assurance. This role also has a dotted line of reporting responsibility to the National Director of Program Design regarding the development of programs, models, and tools that serve all BELL regions. This position will have responsibility for regional program customization and implementation for the Tri-State region, including ownership over ensuring local fidelity to the proven BELL model, while also customizing the specific strategies and tools for the local region. Some travel will be required.

Core Responsibilities

National Program Design

Support the development and continuous refinement of the standard BELL program model, aimed at improving academic performance for students from under-performing, urban school districts.

Create materials, templates, samples, and other written or digital information for program implementation and training purposes across all BELL regions.

Provide technical assistance, program planning and program implementation support to other BELL regions as assigned.

Additional duties as assigned by dotted line supervisor.

Regional Program Implementation

Build local regional field capacity, staff knowledge, and scholar success via program planning, staff training, and quality assurance monitoring.

Coordinate with local regional leadership to identify BELL program commitments and expectations from local partners. Coordinate with National Program team to understand scope of flexibility, and how to maintain fidelity to the proven BELL program model.

Update training materials (including PowerPoints, Prezis, handbooks, and other printed materials) for regional implementation as needed.

Facilitate webinars and in-person leadership trainings for local site management staff (e.g. Program Managers) and instructional coaches (e.g. Lead Teachers). Train site leaders to facilitate training workshops via a "train-the-trainer" model. Assess the facilitation quality of and provide feedback to the site leadership trainers.

Support local Program Managers and Lead Teachers with their customization and preparation of site-specific program tools and staff training plans.

Manage training logistics as needed for leadership and train-the-trainer training events. May include reserving training space, ordering and transporting supplies, arranging for catered meals, setting up/breaking down/cleaning up training space, collecting paperwork, and completing other post-training procedures.

Oversee the planning and implementation of the on-site trainings for all instructional staff by the site leadership team. Includes conveying site leader responsibilities for on-site training planning and implementation.

Ensure clear and accurate communication about training requirements, schedules, and details for all training participants (including site leaders).

Assist with the design, development, and launch of BELL program elements and initiatives

Inspire and invest the region in supporting, adopting, and fully implementing the national BELL program model with fidelity and commitment to the BELL mission.

Draw on local program commitments and other operations data to inform program development priorities.

Serve as BELL's regional expert on curriculum and program elements/schedule. Partner with BELL's National Program team to monitor indicators of program quality related to regional implementation of BELL program, staff training, and assessment.

Compliance

Collaborate with regional Executive Director and Director of Field Operations on all planning required to launch the region's programs for both the After School and Summer program cycles.

Support the customization of the BELL program model to meet the unique needs of the community, partners, and funders in the region.

Participate in planning and partnership meetings, representing BELL and the Program team, as needed.

Conduct quality assurance visits to ensure BELL program model fidelity and contractual compliance.

Oversee site logistics as needed.

Additional duties as assigned by direct supervisor.

Skills and Experience requirements

A minimum of a BA degree is required for this position, with an MA or other graduate experience in education or related fields strongly preferred. Strong knowledge of current educational trends and issues in urban education and the out-of-school time field is strongly preferred, as this individual will have to use their expertise in program development to create programs that align with the proven model, while also customizing to meet the evolving needs of our local partners and communities. A minimum of 3-5 years relevant experience is expected, with demonstration of the following key skill sets expected:

Experience with child and youth development programs, and a passion for urban education.

Cultural relevancy – must be able to understand and specifically target the unique needs and dynamics of the urban, under-resourced communities, families, and children served by BELL.

Strong leadership skills – must be able to motivate others, make good decisions based on the information at hand, professionally represent the organization and our communities, and present solutions-based ideas when faced with challenges.

Strong time management and organizational skills – must be able to self-monitor work time, balancing the demand for regular meetings with ongoing project deadlines. Must be able to meet or exceed all internal and external deadlines.

Strong listening skills – must be able to pick up on key stakeholder and regional leader needs, interests and concerns, and then translate those into a program that meets those needs and priorities.

Strong communication skills – must be a persuasive communicator in both written and oral form, with the ability to successfully convey BELL's mission, vision, and program model in a way that is effective and demonstrates passion.

Facilitation – must be able to effectively train senior site leaders and experienced teachers in the BELL program model, as well as train leaders in how to train their site staff to implement the BELL program model with fidelity.

Program design expertise – must be able to apply prior education expertise in the customization of the BELL program model, tools, and training materials provided by the National Program team, while ensuring a quality BELL program experience for local BELL scholars.

Teamwork – must work effectively as part of a team, with the ability to understand the needs of diverse and geographically dispersed team members, and to work effectively together in pursuit of key goals and objectives.

Computer skills - Facile with Microsoft Office Suite and Google applications, and able to create presentations and spreadsheets as necessary. Willingness to learn Prezi.
