BACKGROUND

The IRC is one of the leading providers of high quality programming for refugees resettling to the United States. The mission of the IRC's US Programs (USP) Department is to create opportunities for refugees to survive and thrive in America. The IRC's USP Department currently provides services in 28 U.S. cities and through the IRC's Resettlement Support Center (RSC) in East Asia. The USP portfolio has grown to encompass a spectrum of support in five program outcome areas with numerous local partners, hundreds of corporate, foundation, and government donors, and thousands of individual givers. The IRC resettles over 10,000 refugees on an annual basis, has a budget of $89 million, and has over 1,000 staff and 3,500 volunteers.

Scope:

The Regional Coordinator of Refugee Services has ultimate responsibility for all West Texas Office for Refugees (WTOR) programs, reporting and communication. S/he is responsible for the office set up, ensuring grant and program compliance, developing resources necessary to operate, and maintaining well-functioning systems for finance, human resources, and operational activities. The West Texas Office for Refugees has full oversight of Refugee Cash Assistance, Refugee Medical Assistance (RMA) eligibility determinations, social service programs, and other Office of Refugee Resettlement (ORR) funded programs in Texas Replacement Designee Region 1 (Abilene, Amarillo, El Paso, Midland and the surrounding areas). This position reports to the Roving Field D irector, US Programs.

Responsibilities include but are not limited to:

I. Operations

  • Oversee the opening of the West Texas Office for Refugees, coordinate all operational aspects, community outreach, program and policy design.
  • Coordinate with other Texas Regional Replacement Designees and actively participate in the Texas Regional Designee Coordinating Board.
  • Develop the West Texas State Plan and all supporting documents; develop proposals for statewide funding.
  • Oversee all activities such as sub-awards, program reporting, monitoring of service providers, grant closeout; ensure all statewide activities are in compliance with all policies and guidelines through regular monitoring and evaluation of program activities.
  • Establish practices that maintain consistent two way communication with partners.
  • Develop a collaborative working relationship among West Texas providers by promoting opportunities for statewide coordination and planning.
  • Organize meetings, quarterly consultations, trainings and annual conference for the region.
  • Represent WTOR at community consultations which include resettlement agencies, representatives from the refugee community, mutual assistance associations (MAA), social services providers, faith based groups, state benefits programs, city and county governments, and state of West Texas officials.
  • Act as the main link between refugee resettlement in West Texas and ORR.
  • Maintain professional and positive public image of refugee resettlement in West Texas; liaise with IRC Communications Department on all media contacts in accordance with IRC policies on external messaging.
  • Ensure timely and consistent communication with HQ (US Programs, Finance and other departments) on operational issues, policies and reporting.
  • Other responsibilities as assigned.

II. Financial Management

  • Responsible for WTOR's financial management including developing and monitoring the annual budget, program budgets, billing practices, sub-awards and sub-contracts.
  • Regularly review the operating budget as well as monthly budget-to-actuals; maintain effective systems for tracking spending rates for all grants; address anomalies in revenue and expenses.
  • Direct evaluation and monitoring of service providers to ensure providers are adapting to newly implemented Public Private Partnership (PPP) policies and procedures; identify opportunities for technical assistance.
  • Track monthly refugee cash assistance and medical assistance spending in West Texas and monitor all other program budgets. Ensure award payments and billing reimbursements are made per grant agreements; assist Finance Manager in proper management of grant receivables/payables.
  • Submit reports to the Office of Refugee Resettlement and other funders.

Requirements

  • Bachelor's degree in social work, public policy and administration, non-profit management or relevant field; Master's degree preferred.
  • Minimum 8 years progressive work experience with social services or humanitarian assistance programs; strong preference for previous experience with direct service delivery to clients.
  • Minimum 5 years senior management experience, including staff management, program development, monitoring, evaluation and budgeting experience.
  • Successful and significant grant writing experience; excellent written and oral communication skills.
  • Solid diplomatic and leadership skills; ability to lead effectively and enhance internal and external relationships, including partners and donors.
  • Ability to lead teams and promote productivity in a pleasant, welcoming, respectful and collaborative environment.
  • Grants management experience, specifically with federal grants highly desirable.
  • Solid organizational skills with ability to multi-task, set priorities, effectively manage time and meet deadlines. Ability to be flexible and work well under pressure in a fast paced team environment.
  • Ability to travel frequently to different areas of West Texas where refugees are resettled and participate in conferences, trainings and/or meetings; must have own transportation.
  • Solid computer skills required.
