The California Immigrant Policy Center (CIPC) is a non-partisan, non-profit statewide organization founded in response to the 1996 passage of federal immigrant and welfare laws that profoundly affected immigrants. CIPC helps to develop and support pro-immigrant public policy that aims at improving the quality of life for all Californians. CIPC also provides technical assistance, training and education on immigrant issues. Asian Americans Advancing Justice | Los Angeles (Advancing Justice | LA), fiscally sponsors CIPC.
Position Summary
Located in Los Angeles, CA, the Health Policy Coordinator will be responsible for assessing the impact of state legislative and regulatory developments and proposals on low-income immigrants, refugees, and their families. Further, the Coordinator will monitor health policy by tracking and analyzing developments on prioritized legislation and issues during legislative and regulatory hearings when needed. The Coordinator will also be responsible for developing culturally sensitive outreach materials, engaging partners on outreach and policy issues, and providing presentations to organizations throughout Los Angeles.
Occasional travel to our offices in Northern California and travel to other locations may be necessary. The Health Policy Coordinator reports to the Government Affairs Manager and will work closely with a team focused on health policy issues.
Responsibilities
• Assess the impact of state legislative and regulatory developments and proposals related to health on low-income immigrants, refugees, and their families;
• Monitor program implementation of new laws and regulations, and make policy
• recommendations;
• Track health legislation by maintaining and managing health bill lists;
• Engage in research as needed collecting data and information on existing policies;
• Develop and support a statewide coalition of immigrant groups and leaders to engage in advocacy on health issues;
• Identify novel policy approaches to providing health coverage to all residents;
• Write and disseminate fact sheets, analyses, and other written materials;
• Build coalitions among diverse interests, needs, and audiences across the state;
• Develop and collect materials for outreach and enrollment into the California Health Benefit Exchange (Covered California) and conduct outreach to partner organizations and at events;
• Act as a resource for, and provide trainings and technical assistance to members, community organizations, on issues affecting immigrant health, and
• Work with the Communications Team to develop content for the website, publications, policy materials, and electronic mailers.
Qualifications
• Background in health, immigration law, and/or immigrants' rights
• Demonstrated commitment to immigrant rights;
• Experience analyzing impact of laws, regulations, and legislative proposals;
• Excellent writing, research, and speaking skills;
• Ability to develop outreach materials and conduct outreach in Spanish;
• Self-initiated, motivated, well-organized;
• Public Policy or related field preferred;
• Ability to facilitate broad coalitions and experience working with diverse communities and audiences preferred;
• Experience working with immigrant rights organizations and community-based groups in California preferred;
This position is funded for one year, with potential (not guaranteed) funding for future years.
