Location: Based in the Rochester Office. Must travel twice weekly to the Buffalo Office and bi-monthly to the NYC Office.

The Senior Director of Programs & Services (SDPS) position is a full-time position based in Rochester, NY with oversight responsibility for all of the MOCHA Center's grants in Buffalo, Rochester, and New York City. The SDPS is a newly redesigned position that reports to the Executive Director and is a member of the MOCHA Center's Leadership Team. The SDPS directly supervises four managers: Manager of Capacity Building (NYC); Manager of Health Access & AFS Programs (Buffalo); Manager of Prevention Programs & Services (Buffalo); and Manager of Prevention Programs & Services (Rochester). The SDPS is also the second level supervisor for two Health Access Specialists, five Health Educators, one Program Specialist, and several volunteers.
The SDPS will lead the organization as it transitions into several new grant initiatives: Counseling, Testing, & Referral Services (CTRS); Comprehensive Risk Counseling Services (CRCS); Defend Yourself (d-up); Choosing Life: Empowerment! The SDPS also leads staff that provides support services for people living with HIV/AIDS such as, the AIDS Drug Assistance Program (ADAP), the AFS Food Pantry, and connecting clients to care and treatment. The capacity building grant for the New York State Taskforce on Black Gay Men's Health and the Be the Generation Bridge grant for educating communities of color on the latest HIV biomedical prevention research are additional grant initiatives at the MOCHA Center.
The MOCHA Center is seeking a seasoned professional with experience in leadership, grant management, supervision, capacity building, HIV prevention programs, and support services for People Living with HIV/AIDS. Knowledge of the New York State Department of Health – AIDS Institute, DEBIs or EBIs, AIRS, and ADAP are essential. Counseling, social work, harm reduction, HIV/AIDS, and LGBT experiences are essential. Familiarity with the State of New York, Western New York, Buffalo, Rochester, and New York City is helpful.
The SDPS is based in the Rochester Office but travels to the Buffalo Office twice weekly and visits the NYC Office at least on a bi-monthly basis. The anticipated start date for the SDPS is July 1, 2013.
Essential Job Functions
- Organizational Development
- Sustain a positive work culture that reflects the mission of the agency.

- Enhance awareness of significant developments and trends in HIV/AIDS, LGBTQ, and People of Color.
- Administrative Responsibilities
- Write grant applications, monthly and quarterly reporting requirements, and annual reports.
- Implement program goals, contract deliverables, and compliance with grant/donor regulations.
- Oversee the development and/or modification of program policies and procedures as needed.
- Identify potential problems in personnel management, availability of resources, program development, and participate in the management and resolution of these problems.
- Coordinate community resource development efforts so that agency linkages and other services relationships are both consistent with program participant needs and are effectively managed.
- Provide leadership and vision through regularly scheduled individual and team meetings with directors and managers for conflict resolution, decision-making and team building.
- Coordinate, develop, and maintain a community based prevention system based on the community health model and integration of program services.
- Fiscal Oversight
- Work in conjunction with the Executive Director and Finance team to ensure financial soundness of all grant initiatives through ongoing budget development, financial oversight and management.
- Ensure spending is compliant with funder regulations and program requirements.
- Program Development
- In conjunction with the leadership team, the SDPS is responsible for program development, implementation, coordination, and evaluation of approximately 1.5 million dollars across 8 different contracts.
- Collaborate on the development of new program activities in response to the changing needs of clients and staff.
- Ensure that all programs and services are known, accessible to and inclusive of all potential participants and that regular and rigorous outreach efforts are made to those eligible to participate.
- Work closely with the Director of HR, Administration & Quality Assurance to ensure that all grant initiatives are effectively evaluated and contributes to the Quality Assurance process.
- Supervision
- Maintain a working environment that recruits, motivates, and retains a diverse staff of top quality people.
- Provide direct supervision to four managers and orientate program staff to the organization's mission, vision, values, protocols and procedures.
- Provide support and consultation to managers to ensure key responsibilities are met including development, implementation and maintenance of policies and procedures; compliance with regulations and licensing requirements; encourage effective relationships with local and state agencies and groups; ensure funding applications, reports, needs assessment and compliance plans and contracts are administered and monitored appropriately.
- Monitor and evaluate staff performance.
Required Experience
- A Bachelor's degree in Public Health, Public Administration, Social Work, Psychology, Education, Counseling, or related field and two years of relevant (grant management and/or supervisory work) experience in health, health education, HIV/AIDS prevention and/or support services, capacity building, consulting, LGBTQ, youth, or advocacy.
OR
- Six years of relevant (grant management and/or supervisory work) experience in health, health education, HIV/AIDS prevention and/or support services, capacity building, consulting, LGBTQ, youth, or advocacy may be substituted for the required experience.
OR
- Two years of college and four years of relevant (grant management and/or supervisory work) work experience in health, health education, HIV/AIDS prevention and/or support services, capacity building, consulting, LGBTQ, youth, or advocacy may be substituted for the required experience.
Preferred Experience
- A Master's degree in Public Health, Public Administration, Social Work, Psychology, Education, Counseling, or related field.
- Five years of experience in grant/project management.
- Five years of experience in staff supervision.
- Three years of experience (work, research, etc.) in HIV prevention, HIV education, DEBI interventions, ADAP, and/or support services for people living with HIV/AIDS.
- Three years of experience with various diverse communities --- specifically youth, gay, bisexual, lesbian, transgender, questioning, People Living with HIV/AIDS, and/or people of color.
- Three years of experience with AIRS or similar evaluation tools.
- Demonstrated ability to cultivate relationships with staff, board members, volunteers, and supporters of culturally diverse community-based organizations and coalitions.
- Solid understanding of adult learning theory with solid meeting/training facilitation as well as consulting skills.
- Ability to collect/analyze qualitative and quantitative data to conduct program-related monitoring and evaluation.
- Ability to write evaluation summaries and reports in compliance with funder requirements.
- Ability to effectively represent the MOCHA Center in the community and to outside agencies.
- Ability to interact effectively in the community and at multiple levels within organizations, especially with culturally diverse communities.
- Strong initiative, creativity and motivation, including ability to work under pressure with deadlines.
- Demonstrated experience working effectively in team environment.
- Bi-lingual – Spanish speaking desired.
- Excellent interpersonal, organizational and writing skills.
- Solid public speaking, facilitation, capacity building, and training skills.
- Strong computer skills including Microsoft Office, Word, Excel, Outlook, PowerPoint and internet applications in a Windows environment.
