Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and child protection and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.
SCOPE OF WORK:
The Emergency Education and Protection Coordinator will be responsible for planning and launching education and child protection programming, within the HRP and IRC Syria Response program framework. The Coordinator will be responsible for implementing education and child protection activities in IDP camps and settlements in permissive areas. S/He will be a senior member of the response team based in Turkey and coordinate closely with the CYPD and ERT technical units. The position will be based in Antakya, with frequent travel in the region. S/He will work closely with in country security focal point and regional security advisor, as required. S/He will report to the HRP Team Leader.
RESPONSIBILITIES:
Program implementation
- Lead the Implementation of child protection and education programming in line with IRC's STEP program framework and in close coordination with technical units including Safe Healing and Learning Spaces in camps and communities.
- Conduct ongoing geographically-focused assessment of education and child protection needs of internally displaced individuals within the humanitarian zone in view of expanding programming.
- Supervise IRC CYPD team, including camp based volunteers, in the hiring, management and staff development process.
Human Resources Management
- Manage, supervise and develop all staff in the HRP CYPD Program.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff
- Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activities
- Adhere to and act in accordance with the IRC Global HR Policies and Procedures
Grant Monitoring & Partner Management
- Select and implement appropriate monitoring and evaluations systems; analyzing results to ensure and enhance program effectiveness and quality.
- Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
- Actively contribute to proposal writing and strategy development
Other
- Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
- Any other duties as assigned by the supervisor to enable and develop IRC programs
Professional Standards
- All IRC staff are required to adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENT
- Postgraduate degree in International Development, Education, Social Work or similar relevant social science.
- Excellent professional track record with at least three years of international management level experience within NGO leadership working in emergency / humanitarian program implementation within conflict or immediate post conflict environments.
- Successful experience working within a volatile security environment is a must.
- Previous experience managing programs financed through US, EU, UN and private foundations.
- Solid managerial skills and experience in an international multi-cultural setting;
- Strong project planning, organizational, interpersonal, and communication skills;
- Proven technical writing skills;
- Ability to work in a potentially unstable security environment
- Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace
- Fluent in spoken and written English
- Functional Arabic strongly preferred

The position will be based in Turkey with frequent travels to the region.
