Job Title: INSPIRE Grants Administrator

Salary: Commensurate with experience

The Fund for Public Health in New York, Inc. (FPHNY) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, FPHNY implements programs to address pressing public health needs, fosters private sector support to enhance health and health care, and helps educate the public regarding the protection of individual, family, and community health.

Project Summary: The Fund for Public Health in New York (FPHNY) in collaboration with New York City Department of Health and Mental Hygiene (NYCDOHMH) received a three-year award from the Health Care Innovation Awards starting in September 2014. This opportunity, Innovate and Network to Stop HCV and Prevent complications via Integrating care Responding to needs and Engaging patients and providers (INSPIRE Project), will significantly expand DOHMH's activities in addressing the holistic care for Hepatitis C.

Project INSPIRE NYC is an integrated, innovative, and evidence-based comprehensive service model that combines the use of HCV surveillance data, facilitated case identification, care coordination, health promotion, medication adherence support, and HCV infection-centered primary care that is supported by expert consultation via telemedicine and that includes collaborative behavioral health services. The primary aim is to demonstrate a model of service delivery and payment that can reduce morbidity and death from chronic illnesses and reduce costs associated with its complications, using chronic HCV infection as a case study. Project INSPIRE NYC will use an integrated medical and behavioral health service model with a bundled and capitated payment system developed with participating managed care organizations (MCOs). It will create real value by standardizing and improving patient-focused care, while working toward a payment model that facilitates positive outcomes and cost efficiency.

Position Overview:

Reporting to the VHSPC Senior Program Administrator, the Administrator, s/he will be responsible for day-to-day administrative and fiscal management of the grant. This will include tracking project expenses and preparing financial reports in conjunction with FPHNY; administering project personnel paperwork; establishing purchasing and contract needs and preparing all purchase orders, contracts, and vendor solicitations to address identified needs; liaising with units responsible for procurement, contracts, and personnel.

Responsibilities:

  • Manage fiscal and administrative activities
  • Develop, maintain, and track project budgets
  • Identify and select qualified contractors, develop detailed scopes of service, execute contracts, and ensure timely fulfillment of deliverables and payments
  • Prepare and oversee request for approval processes
  • Work to ensure that all funding is appropriately spent in accordance with specified deadlines
  • Prepare budget modifications and contract amendments as needed
  • Manage all administrative aspects of vendor/contractor relationships
  • Work with counterparts at FPHNY to monitor spending and payments
  • Develop and provide internal and external fiscal reports as per Fund. DOHMH and CMS federal guidelines
  • Participate in team meetings and activities as requested
  • Perform other duties as assigned.

Preferred Skills

The ideal candidate will have demonstrated experience in grant and contract management, have managed and prepared budgets and budget modifications, have experience with program start-up and implementation, be an excellent communicator, have the ability to manage multiple projects with aggressive timelines, be detail-oriented, be an innovative thinker and proven, creative problem-solver, and be proficient in the use of Microsoft Excel, Word and PowerPoint.

  • Master's degree in relevant field required
  • 2-3 years as an administrator/manager of a health-related program
  • Knowledge and skill in applying analytical and evaluative techniques to the identification and resolution of grants administration issues
  • Experience with contract and/or grant management experience.
  • Excellent analytical, problem-solving skills and communication skills. Knowledge of database and spreadsheet software.
  • Knowledge of laws, principles, rules and policies relating to federally funded grants and contracts to non-profit organizations.
  • Able to work independently and as part of a team in fast-paced, deadline driven environment.
