JOB SUMMARY:Manage and implement a wraparound-like care team to increase permanency for LGBTQ children and youth in foster care. The Care Coordination Manager will report to the Clinical Director of the RISE federal research initiative and will be responsible for overseeing the program components under development and interacting with County offices and placement agencies to gain faster permanence for LGBTQ foster youth.
ESSENTIAL FUNCTIONS:
1) Manage and implement the RISE care coordination intervention and ensure adherence to the designed intervention and federal research requirements;
2) Recruit, train and supervise care coordination team members (CCT);
3) Monitor and track fidelity to the program's designed intervention and document implementation issues and develop a structure for addressing those issues;
4) Develop the design and implementation of performance assessment measures and protocols for CCT staff;
5) Implement a staff development program including provision of LGBT competency and other trainings;
6) Design and implement reporting and data collection protocols for program staff, assure case management data are quality controlled and reported out as accurate to the RISE evaluation liaisons and evaluators;
7) Prepare and analyze program and management reports; ensure that regular program reports are prepared, ensure that mandatory reports are accurate, complete, and submitted on time, and that deliverables are being met; to ensure compliance with all Local, State and Federal guidelines, as well as specific grant contract requirements;
8) Collaborate with the Department of Children and Family Services, other County agencies, funders and private foster care placement agencies on program implementation and fidelity to achieve permanency outcomes for LGBTQ foster youth;
9) Ensure program staff maintain knowledge of applicable federal grant, child welfare or mental health standards, policies, statues, rules and regulations;
10) Collaborate with the Training Manager on training, coaching and fidelity assessment, and calibrate improvement plans;
11) Conduct and attend regular staff meetings, planning meetings, family meetings and reporting meetings as required; Attend RISE Implementation Team, evaluation, grantee and other meetings as necessary;
12) Coordinate RISE participation in conferences and seminars including oversight of staff attendance, presentations and panel discussions;
ADDITIONAL RESPONSIBILITIES:
1) Representing the project externally in various meetings related to RISE, and foster care in general, and;
2) Other duties as assigned.
JOB QUALIFICATIONS AND EXPERIENCE:
1) Master's Degree in Psychology, Social Work, Public Administration or related field;
2) Minimum 4 years management experience in Child Welfare, experience supervising wraparound services preferred;
3) Experience in program development;
4) Superior verbal and written communication skills and strong organizational skills a must;
6) Knowledge and understanding of the issues affecting lesbian, gay, bisexual and transgender (LGBT) youth, including experience working with foster youth;
7) Experience in group facilitation and group presentations
9) Strong computer skills/knowledge including word processing, database operations, spreadsheets, and other software systems;
10) Ability to work effectively with men and women of diverse races, ethnicities, ages, and sexual orientations in a multicultural environment.
