Overview:

Horizons for Homeless Children seeks to improve the lives of young children experiencing homelessness while working with their families to improve their economic and social well-being.

Through education and play, Horizons assists children in greater Boston and across Massachusetts by enriching their cognitive, social, emotional, and physical well-being. The organization accomplishes its mission by providing: high quality early education and opportunities for play; comprehensive family support services; advocacy on behalf of young children experiencing homelessness; and training and technical assistance for other providers with similar objectives. Horizons for Homeless Children aspires to ensure that children leaving our Community Children's Centers are better prepared for school by developing foundations for learning while also empowering their parents to support that learning. Together with volunteers and partners, Horizons' staff is part of a network that comprises a national movement to improve access to high-quality early education and care and to create systemic change in order to represent the unique and pressing needs of children experiencing homelessness.

Today, the organization assists more than 3,000 homeless children in Massachusetts each week through two direct service programs: Community Children's Centers (CCCs), Boston's only comprehensive, full-time early education and childcare centers specifically for young homeless children, and Playspace Programs, which offers educational and recreational spaces in 145 family shelters across Massachusetts.

Position:

Horizons for Homeless Children seeks a strategic human resources professional to lead talent acquisition and human resource management for a staff of 125 across seven sites statewide, with the largest sites in Roxbury, Jamaica Plain, and Dorchester. The Director of Talent Management will join Horizons at an exciting time of growth, supporting leadership, staff, and site leaders on a range of recruitment and staff management issues. Reporting to the COO, the Director will be responsible for recruitment, review of existing hiring and onboarding processes, employee relations, and developing and implementing a strategic human capital management plan. The successful candidate will also cultivate and promote a positive organizational culture both internally and externally, in alignment with the values and mission of Horizons for Homeless Children.

The Director of Talent Management will report to the Chief Operating Officer. This position is based at Horizons' head office in Roxbury, MA.

Responsibilities:

  • Develop a comprehensive strategic recruiting and retention plan to meet the organization's human capital needs. Provide leadership and guidance in talent acquisition, career development, succession planning, retention methods, and training and leadership development.
  • Manage the hiring and on-boarding processes of all new employees. Work closely with senior leadership and appropriate staff to identify desired skills, recruit talent, negotiate employment, and onboard new employees.
  • Review and revamp hiring protocols (outreach methods, interviews, assessments, contracts).
  • Revise performance management and evaluation system. Ensure a system enabling a fluid feedback loop, allowing for appropriate support and staff development.
  • Develop a broad network of contacts within the sector, fostering an ability to serve as an internal headhunter for Horizons, with an eye to building a diverse recruitment pipeline.
  • Review and develop all human resource policies and procedures, including hiring processes, employment contracts, termination processes, and evaluation and compensation protocols.
  • Work with the CEO and COO to create HR initiatives geared toward deepening staff engagement and improving the work environment at Horizons for Homeless Children.
  • Recommend new approaches, policies, and procedures to ensure efficiency of the HR department. Stay current on HR regulations, best practices and theories/trends.
  • Oversee all issues relative to compliance, employment law (including employee handbook), with an eye to fostering fairness and equity in the workplace.

Qualifications:

  • At least five years in a human resource position or as a leader with experience in strategic human capital management.
  • Ability to strategize and build systems and processes for successful long-term human capital management.
  • Knowledge and experience in compliance issues and employment laws and regulations preferred, with particular knowledge of early childhood education setting ideal.
  • Excellent analytic and problem solving skills.
  • Exceptional people and communication skills, strong customer service orientation, flexibility, and an ability to work collaboratively in an organization dedicated to continuous improvement.
  • Sense of humor, a positive attitude, willingness to give and receive constructive feedback.
  • Strong commitment to Horizons for Homeless Children's mission and ability to serve as a vibrant and compelling ambassador for the organization.
  • Bachelor's degree or equivalent experience required.
