Program Manager: Brooklyn Pre-trial Supervised Release and ATI

The Center for Court Innovation, a project of the Fund for the City of New York, is a unique public-private partnership that promotes new thinking about how courts and criminal justice agencies can aid victims, change the behavior of offenders, and strengthen communities. The Center creates demonstration projects that test new approaches to problems that have resisted conventional solutions. The Center's problem-solving courts include the nation's first community court (Midtown Community Court), as well as drug courts, domestic violence courts, youth courts, mental health courts, and others. Nationally and internationally, the Center performs original research on topics of justice reform and provides consulting services to criminal justice innovators.

The Center for Court Innovation is seeking a Program Manager to oversee two new programs that will be operated out of the Brooklyn Criminal Court: a pretrial supervised release program and an alternative to incarceration (ATI) program. The pre-trial supervised release program will provide monitoring and service referral services to approximately 250 misdemeanor defendants per year whose cases are pending in the Brooklyn Criminal Court. The alternative to incarceration (ATI) program will serve approximately 370 young people per year (ages 16 to 24) who have been sentenced to the program in lieu of jail to receive community-based case management and social service referrals.

The Program Manager will be responsible for leading all program operations, including supervising four on-site staff. The program manager will also serve as a liaison with a range of other Center for Court Innovation staff, as well as project partners such as the Office of Court Administration, district attorney's office, and local public defender offices.

The anticipated start date for this position is June 3, 2013. The Program Manager's responsibilities include but are not limited to:

  • Supervise on-site staff, including one social worker, two case managers, and one court liaison and organize and facilitate staff trainings, as needed;
  • Work with leadership at the Center for Court Innovation to adapt program operations and staffing throughout the pilot phases of both programs;
  • Coordinate with other Center staff based at the Brownsville and Red Hook Community Justice Centers to ensure seamless case management delivery;
  • Serve as a liaison with agency partners, including judges, court administrators, prosecutors, defense attorneys, and other court personnel, as well as a range of non-profit organizations and social service providers;
  • Participate in regularly scheduled meetings with staff to ensure proper referrals and case management;
  • Work with the program researcher(s) to effectively track, manage, and analyze all program data;
  • Prepare grant progress reports and other program reports as needed;
  • Interface with current and potential funders and supporters;
  • With the Center's Fiscal Department, manage all necessary project subcontractors, including remote monitoring and other technology providers;
  • Coordinate all fiscal, reporting, and human resources matters with other Center for Court Innovation staff as needed;
  • Organize and participate in regular reviews of program progress.

Qualifications

  • BA or higher (MA or JD preferred) in a human services field or equivalent experience
  • Experience working in a criminal court setting preferred
  • Excellent communication skills (written and verbal)
  • Proven management experience (e.g., monitoring budgets, programmatic progress to goals, etc.)
  • Proven ability to document programmatic activities and outcomes
