POSITION SUMMARY:

Reporting to the Chief Operating Officer (COO) of ICAP at Columbia University – Mailman School of Public Health (MSPH) and secondarily to the MSPH Vice Dean for Finance and Administration, the Director of Financial Planning is responsible for all of ICAP's finance-related planning, projections, reporting, systems and financial training activities. Recommends, develops and leads the implementation of short, medium and long term integrated financial strategies for ICAP, including the development and/or improvement of enhanced systems for monitoring, reconciling and expensing of expenditures incurred by ICAP offices and sub-recipient partners.

This position is grant funded.

MAJOR ACCOUNTABILITIES:

- Manages ICAP's budget planning and revenue projections including direct responsibility for the on-time submission of the Center's budget projections to and collaborations with MSPH, Columbia University Medical Center (CUMC), and Columbia University (CU).

- Manages all ICAP account allocation requirements for new and existing awards and financial reporting requirements including all required routine and ad-hoc reports to sponsors/donors, annual USG PEPFAR Expenditure Analysis report submissions and collaborations with CU Sponsored Projects Finance.

- Manages ICAP's interface and troubleshooting with University finance systems (e.g., Accounting and Reporting at Columbia (ARC)) and ICAP-specific software platforms; plans for and manages all finance systems-related staff training and orientation programs.

- Manages and advises the COO and ICAP Director on all matters related to ICAP's central funds accounts.

- In collaboration with the ICAP Director of Compliance and others, contributes to ICAP's preparations for and contributions to annual or episodic financial audits including CU's annual A133 audit and CU internal audits of ICAP awards and entities.

- Maintains a limited approval authority within the University financial systems for ICAP expenditures and exercises the authority at the direction the ICAP COO.

- Directly supervises a number of direct reports who oversee financial reporting, account allocation and administrative activities and requirements.

- Performs other related duties, as required.

TRAVEL REQUIREMENTS:

- Two (2) to four (4) international trips per year with each trip lasting between seven (7) to fourteen (14) days.

EDUCATION:

- Bachelor's degree in accounting or finance or the equivalent in directly related experience.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

- Minimum of seven (7) years of related financial management experience in academic or non-governmental organization (NGO) settings.

- Minimum of five (5) years of direct supervisory/management experience in a financial setting.

- Direct, demonstrated and recent knowledge of U. S. Government (USG) regulations that govern the financial management of USG grants and contracts and generally accepted accounting principles (GAAP).

- Demonstrated experience in budget preparation and management, accounting, and compliance requirements and activities.

- Excellent analytical and quantitative skills; broad and expert-level computer skills including Quick Books and PeopleSoft-based accounting/financial management software and Microsoft Office suite.

- Excellent interpersonal and communication skills with demonstrated experience operating in highly complex business environments involving matrixed relationships. Demonstrated experience in interacting with and effectively dealing directly with members of senior management.

- Demonstrated experience in exercising independent judgment and decision making and working with minimum supervision and direction within broad established guidelines.

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

- Master's degree in Business Administration may substitute for two (2) years of required experience.

- Advanced certifications in accounting or auditing (e.g., CPA, CIA, etc.).

- Experience in the financial management requirements associated with or common to international aid/assistance programs.

- Fluency in English (writing and speaking) is a requirement for this position; fluency in French and/or Portuguese would be a significant plus.
