The Fair Housing Testing Coordinator (FHTC) is responsible for overseeing and administering the Fair Housing program's investigative testing program. The FHTC will be responsible for organizing and administering discrimination testing in all jurisdictions, working closely with the Fair Housing Coordinators and Staff Attorneys responsible for fair housing investigation and enforcement efforts. Testing is an investigative method used in detecting and developing evidence to establish discrimination in housing. In conducting a test, we design and orchestrate undercover interactions between prospective tenants and housing providers using specially trained individuals following rigorously designed protocols. A FHTC must manage and train the pool of individuals we dispatch to have these interactions (testers), work with the staff in identifying appropriate testing opportunities, develop the "identities" testers will use in interacting with housing providers, ensure the proper administration of the test, and maintain all records related to the testing program. Although the primary focus of the job will be on coordinating the investigative and systemic testing program, the FHTC may also spend some time working with the Fair Housing staff to coordinate, organize and develop outreach efforts in all jurisdictions, supporting the program's social media and internet presence, and working on other projects as assigned in support of the agency's mission to protect and advance the right to be free from discrimination in housing. Fluency in one or more of the following languages is advantageous for this position, but is not required: Spanish, Vietnamese, Mandarin or other Asian language. We do not require prior experience in conducting testing, but an ability and willingness to learn quickly is important.
Duties and Responsibilities
- Develop fair housing testing profiles, locate available testers, dispatch testers in a timely manner to inquire about or apply for housing opportunities for investigative purposes, draft testing instructions, conduct post-test debriefing, ensure the timely submission of written testing reports, and process tester invoices.
- Assist in recruiting and training testers, conducting background checks on testers, maintain the tester roster, and coordinate communications with testers.
- Monitor rental advertisements and other housing advertising forums for fair housing violations;
- Work with the Fair Housing staff to identify and develop strategic testing opportunities and techniques and ensure the quality and consistency of the agency's testing efforts;
- Identify and develop outreach opportunities, schedule and organize outreach events in support of the Fair Housing coordinators, maintain the agency outreach log, and assist in developing new outreach materials.
- Conduct community outreach and education on fair housing issues to housing seekers, housing providers, social service agencies and other community organizations, including participation in the agency's social media and website activities, and act as the agency liaison with government officials and other organizations.
- Work cooperatively with the Fair Housing Coordinators on program development to achieve agency objectives, including attending staff meetings and working on special team and individual projects to affirmatively further fair housing;
- Perform other miscellaneous work as assigned, including answering phones, recording and compiling data, attending meetings, and participating in training programs.
- Assist in other projects as needed.
- Candidate must have a desire to work on behalf of civil rights protections and have a desire to work and interact with, as well as demonstrate respect for, individuals and groups without regard to race, religion, sex, color, national origin, sexual orientation, familial status, or disability;
- B.A. or B.S. degree or formal paralegal degree required or equivalent work experience in a directly relevant field; any legal training or experience is helpful;
- Experience in diverse communities and sensitivity to people from a variety of cultural backgrounds, as well as to people with mental and physical disabilities;
- Highly organized, excellent sense of structure, detailed oriented, excellent with follow through, and able to maintain accurate records with attention to detail;
- Ability to work productively in a high-pressure team environment;
