Position Summary

The Program Manager, HIV/AIDS in 3ie's Washington DC office fulfills both program and grants administration responsibilities for the 3ie's HIV prevention research grant-making program and provides communications support for this program to 3ie's Policy and Communications Office (PACO). Currently, the HIV prevention program includes two thematic grant windows, one on HIV Self-Testing (TW2) and one Voluntary Medical Male Circumcision (TW3), along with support to two large combination prevention trials. The program may expand. In the program administration role, the Program Manager will build relationships with stakeholders and donors and provide coordination and logistical support for 3ie-organized conferences and other events related to the HIV prevention program. In the grants administration role, the Program Manager manages contractual, financial, communications, monitoring, and reporting aspects of the research grants funded by 3ie. In the communications role, the Program Manager supports PACO in the development and implementation of the communications strategy for the thematic windows. The Program Manager prepares reports and other materials for policymakers involved in decision making on HIV/AIDS issues, and write blogs and other materials on the progress and findings of 3ie funded-studies under the thematic windows. The Program Manager helps identify policymakers, community health professionals, academics, media professionals, and other experts for the dissemination database of both thematic windows.

The Program Manager reports to the Deputy Director for Advancement and Impact Evaluation Services, who is the head of the 3ie Washington Office and works closely with the HIV/AIDS Evaluation Specialist.

Essential functions

Program Administration

·Builds and tracks relationships with program stakeholders, including researchers, implementers, policymakers, and donors.

·Serves as point of contact for program inquiries.

  • Provide logistical assistance for 3ie-organized conferences and other events related to the HIV prevention program, including travel arrangements for selected conference participants.
  • Coordinate media engagement in 3ie-organized conferences and other events related to the HIV prevention program.

Grants administration and reporting

  • Establishes and maintains all online and hard copy document management systems for 3ie's HIV/AIDS program.
  • Manages, tracks, and reports on all grants administration processes and outcomes, such as requesting and reviewing applications; scoring, and selection of applications; deliverables submission and tranche payments, etc.
  • Prepares and processes contracts documents including grant agreements and consulting agreements.
  • Prepares program templates for dissemination and inclusion on the 3ie website.
  • Assists in monitoring 3ie policies related to the HIV prevention funding windows.
  • Communicates directly with applicants and recipients on matters related to contracts and program administration.
  • Manages contracts and deliverables for scorers and reviewers assigned to proposals and studies.
  • Processes payments for the HIV prevention program in conjunction with the 3ie finance office.
  • Conducts site visits to monitor the grant implementation.

Communications

  • Supports PACO in the development and implementation of the communications strategy and work plan for the HIV prevention program.
  • Works with PACO to prepare reports and other materials for policymakers involved in decision making on the HIV prevention issues addressed by the program.
  • Writes blogs on the progress and findings of 3ie funded-studies under the thematic windows of HIV Self-Testing (TW2) and Voluntary Medical Male Circumcision (TW3).
  • Identifies policymakers, community health professionals, academics, media professionals, and other experts for the dissemination database of both thematic windows and other HIV/AIDS issues.
  • Coordinates post-conference media outreach including workshops, press-conferences, and content for the 3ie website.

Completes other tasks as requested

Required experience and education

This position requires a Master's degree and at least 5 years of relevant professional experience, including grants management and reporting, developing communications documents, and engaging with media professionals and policymakers. Regional experience in sub-Saharan Africa and/or experience with HIV/AIDS prevention in the international development sector are highly preferred.

Special working conditions

This position will include occasional travel to sub-Saharan Africa for conferences and site visits. As noted in the Employee Handbook, all employees are occasionally required to attend Skype or video conference meetings outside of normal business hours. Any telecommuting other than meetings outside of normal business hours must be approved in advance.
