Reporting to the Executive Director of Human Resources and Financial Operations, the incumbent has the following responsibilities:
Advises faculty and students in SIPA and its affiliated Institutes/Centers on policies and procedures related to the University's Human Resources, Benefits and Payroll operations. Acts as liaison on behalf of these clients with the relevant University offices.
Supervises a full-time administrative officer in the processes of appointing, reappointing, and terminating all research, instructional and casual staff in the School; supervises the preparation of appointment transactions and the resolution of related visa and work eligibility issues; maintains a database of all SIPA research, instructional and casual appointments.
Coordinates SIPA's faculty on-boarding process; duties include meeting and orienting new faculty and advising them on hiring, training and payroll protocols and related administrative issues.
Manages the collection, review and preparation of student officer appointments; advises student officers on appointment/salary protocols including at the annual Orientation; oversees a database of student officer awards; troubleshoots, researches and resolves salary/appointment issues.
Assists the Executive Director with all additional compensation payments to students and faculty including those associated with the Tenured Faculty Research Program.
Assists the Executive Director with researching and preparing SIPA's annual budget and the annual budget submission to the University; duties include generating salary histories, reconciling disbursements against ARC, and tracking and researching expenditures against master budgets.
Works closely with the Executive Director in clearing payroll suspense in SIPA; duties include identifying incorrect salary disbursements against annual salary budgets, researching errors, and implementing the necessary corrections using the University's Labor Accounting and ARC systems.
Writes payroll policies and procedures memos for SIPA's operational units; Assists the Executive Director in determining and distributing the School's annual WorkStudy allocation; manages the appointment and payment process for SIPA Workstudy hires; and troubleshoots, researches and resolves salary/appointment issues.
Supervises one full-time staff and several part-time student employees.
Performs related duties as requested.
Minimum Qualifications for Grade
Applicant MUST meet these minimum qualifications to be considered an applicant:
Bachelor's degree or equivalent and two years of full-time related professional experience required.

Thorough familiarity with Microsoft Office. Excel in particular is essential. Must have excellent organizational, verbal/written communications and interpersonal skills; must be customer service-oriented, a team player and self-starter.
Preferred Qualifications
A Master's degree in a related field, such as higher education administration or human resources administration preferred. Familiarity with Columbia University's human resources, accounting and payroll systems, or similar systems, a plus.
