Job description

For almost 200 years, Episcopal Social Services (ESS), accredited by the Council on Accreditation, has helped meet the pressing needs of the vast numbers New York City's disadvantaged. ESS has remained flexible in responding to the changing needs of the disadvantaged with an unchanging mission to help children, families and other individuals become independent and self‐sufficient, and to make the most of their opportunities and potential. Today ESS, through its multi‐site programs and services, meaningfully touches over 5,000 lives every year throughout all of New York City, with an emphasis on the South Bronx and Manhattan. ESS's non-sectarian work focuses on strengthening children, families and adults through programs in foster care and adoption, early childhood education, after‐school initiatives, and group homes for developmentally disabled adults.

ESS is seeking Senior Case Planner to support the Administrative Supervisor in conducting very specific supervisory job functions, along with managing a reduced caseload. Willingness to work in a professional, client-centered environment that embraces the Solution Based Casework practice, and Children Services' Improved Outcomes for Children. Ability to function within the context of the Family Team Conference model to establish and review permanency-planning goals, ensuring the overall safety, growth and development of every child, placed in the care of Episcopal Social Services. Expedite reunification by providing needed services and advocacy to parents and children temporarily separated because of abuse or neglect.

Essential Functions:

  • Provide on the job, SBC training for all new case planners, and coordinate all other training assignments for the unit.
  • In between supervision meetings which occur between the Administrative Supervisor and Case Planners in the unit, the Senior CP conducts weekly check-ins with each Case Planner to support ongoing progress.
  • Rotate with supervisor in convening biweekly unit meetings.
  • Orient and train all new case planners around agency expectations, protocols and the practical aspect of the work-CONNX, FASP, PHR and progress note documentation
  • Provide " hands-on" training in the field for new case planners-home assessments, court and school visits
  • Assist supervisor in the reading/logging of progress notes, and the collection of other monthly required data.
  • Conduct monthly safety assessments of foster and biological homes on a reduced caseload of 10-12 cases. Ensure that the home environment is safe, nurturing, meets the physical, emotional, social and psychological needs of the child. Report risk factors and safety concerns to Administrative Supervisor.
  • Interview parents and children in the agency, at the foster and biological homes, and in community facilities.
  • Schedule and supervise family visits in the agency and general community. Provide as "normal" as possible, community environments to host such interactions with families
  • Attend Family Team Conferences and encourage all families to do same, to achieve consensus around the development of service/action plan for each client.
  • Document, in the State Connections database, each contact with a child, birth and foster parent as well as service providers, within the agency's expected time frame, 5-7 business days.
  • Represent clients and agency in court activities and submit Permanency Hearing and updated court reports as stipulated via the Legal Tracking System (LTS).
  • Complete FASPs, plan amendments and other related reports as required by agency, oversights and funding sources.
  • Meet all the mandates of contract agencies and New York State OCFS for services to families and children referred to us.
  • Review cases regularly with Administrative Supervisor and Program Director.
  • Work collaboratively with Quality Improvement (QI) to identify trends and be guided by collected data to enhance services, expediting reunification and related permanency goals for our children.
  • Assumes all job functions of the Administrative Supervisor, in his/her absence
  • Attend professional trainings to keep current with new initiatives, development and resources.
  • Field work


  • LMSW, MSW or related Human Service degree
  • NYS SW Licensure by June 30, 2013
  • A minimum of two years casework experience
  • Strong leadership skills
  • Vigorous commitment to community work to establish early permanency.
  • Good writing and organizational skills.
  • Persistence to explore family relationships and build team work.
  • Knowledge of child welfare systems.
  • Strong sensitivity to cultural differences among clients and within our organization.
