HHS CONNECT COUNSEL

Executive Agency Counsel, M-III

HHS-Connect is a program that reports to the Deputy Mayor for Health and Human Services. Its mission is to break information silos through the use of modernized technology and coordinated agency practices to more efficiently and effectively provide health and human services to New Yorkers. The HHS-Connect Counsel serves as a key advisor to the Deputy Director on policy and legal issues across the HHS-Connect program and serves as liaison between HHS-Connect and the offices of the general counsel in the seven HHS agencies, as well as other City, State, and Federal agencies. The job duties include:

  • Provide legal counsel and support to HHS-Connect in furtherance of the objectives identified in our roadmap.
  • Identify data sharing privacy implications and collaborate with agency counsels to establish data sharing protocols (e.g., memorandums of understanding, client consent forms, etc.);
  • Consult and coordinate with subject matter experts and relevant legislative and legal sources;
  • Identify issues during the development and implementation phases of the HHS-Connect initiatives and making appropriate recommendations;
  • Draft and negotiate legal agreements as required;
  • Prepare senior level reports for the Executive Steering Committee on the progress of the projects and initiatives described in the HHS-Connect Roadmap;
  • Attend high level meetings on behalf of the Deputy Director, facilitating as necessary, and perform follow up activities.

• Excellent writing, legal research and analytical skills.

• Outstanding interpersonal and oral/written communication skills.

• Ability to evaluate, analyze and interpret program objectives, plans and goals.

• Foundational knowledge of laws and regulations around privacy and data sharing within and

among Health and Human Services agencies and clients.

Qualification requirements:

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Salary Range: $60,740 - $162,014

New York City offers an excellent and comprehensive benefits package.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
