Job Description

The mission of the Bureau of HIV/ AIDS Prevention and Control (the Bureau) is to prevent new infections and reduce morbidity and mortality among HIV-infected persons. The Bureau has a budget of over $200 million and approximately 220 staff.
Reporting to the Deputy Commissioner for the Division of Disease Control, the Assistant Commissioner for the Bureau of HIV/AIDS Prevention & Control provides leadership and vision for the Health Department's HIV strategy and implements programs through the Bureau's four units: HIV Prevention; HIV Care, Treatment & Housing; HIV Epidemiology and Field Services; and Administration.
JOB DESCRIPTION:
The Assistant Commissioner will have the following responsibilities:
• Implement evidence-based approaches to prevent new HIV infections and to reduce illness and death among HIV-infected persons in New York City.
• Design, implement, and evaluate new approaches to HIV prevention, care, and treatment.
• Directly manage large scale HIV programs, including: condom distribution, education, advocacy, and social marketing/advertising to prevent HIV infections; screening for HIV infection in medical facilities, institutions, and community settings; linkage to care for persons newly diagnosed; treatment of HIV/AIDS; and housing support.
• Serve as advisor to the Commissioner of Health and Mental Hygiene, other Health Department programs, other city agencies, and outside partners regarding HIV policy and best practices.
• Represent the Health Department on matters related to HIV at local, state, and federal meetings and conferences and to the press.
• Oversee the HIV Bureau's administrative and fiscal operations, and allocate resources in response to funding changes and Commissioner of Health or Mayoral imperatives.
• Supervise eight direct reports, including: seven directors and one clerical associate.
• Participate in emergency preparedness actitivities and response as assigned

Minimum Qual Requirements

1. Possession of a valid license to practice medicine in the State of New York plus
valid Board Certification issued by the appropriate American Specialty Board in
an approved medical specialty; and four years of medical practice including one
year of experience in an administrative or supervisory capacity; or
2. A combination of education and/or experience equivalent to that listed in "1"
above. However, all candidates must have a valid license to practice medicine in
the State of New York, and one year of medical practice in an administrative or
supervisory capacity.

• Knowledge and experience of HIV epidemiology, pathogenesis, diagnosis, treatment, and prevention strategies.
• Knowledge and experience of the methods, processes, and techniques used to develop, deliver and evaluate public health or health-related programs in state or local settings.
• Experience in managing large medical and/or public health programs.
• Excellent written and oral communication skills
