An Innovation Workshop to develop actionable recommendations for crop or animal breeding programs seeking to undertake plant or animal breeding that is gender-relevant and responsive is planned for mid-2017. The Workshop Organizing Committee (WOC) seeks a senior international Consultant (or a Lead Consultant proposing to coordinate a team of one or two other consultants with complementary expertise) to prepare a background paper for their upcoming workshop on the design and planning of gender-responsive breeding programs. The paper "Gender and Social Targeting in Breeding" will identify and define a set of interrelated planning components that draw on the social sciences, including discussion of the data and analysis required, that will assist gender-responsive breeding programs to plan and prioritize breeding objectives with a social and gender perspective.

The Consultant is expected to participate in the Innovation Workshop (mid 2017) to present and discuss the paper with the participants and to indicate availability for contributing to at least one additional workshop for postdoctoral fellow training on the paper outline (date TBD). Postdoctoral training will be managed through a separate contract with the same consultant or lead consultant with team. All travel expenses associated with the Workshop will be covered by the project.

The lead author of the paper is expected to incorporate into the paper, input drawing on the following fields: economics; quantitative and qualitative market and consumer research; biometrics and research design especially with "big data" applications; mixed methods for social analysis; breeding and genomics; participatory breeding; large scale survey research; Geographical Information Systems analysis of demographic data for social targeting.

Objectives of the paper

  1. To define what breeding programs need to know about the demographic, socio-cultural and market conditions of their intended beneficiary population(s) in order to target gender-differentiated beneficiary groups effectively, taking into account the intersection of gender with other socio- cultural, economic and geographic characteristics of importance.
  2. To formulate a practical plan for this analysis to be conducted with available data or data that can be rapidly generated: the plan should identify and describe the types of analysis and data needed for this targeting and the R&D competencies required. The paper must address the issue of how breeding programs can obtain reliable and representative information about gender-differentiated trait preferences that is correlated with the important demographic, socio-cultural and market information identified in objective 1, taking intersectionality into account
  3. To develop a proof of concept of the plan (objective 2) by presenting what one or two specific breeding programs could realistically do to implement it. This will provide illustrative Cases to add specificity to proposals for the types of data and analysis proposed in the plan. At least one Case should be a CGIAR breeding program. The Program Cases should be identified and agreed with the WOC member responsible for the technical supervision of the paper who can facilitate the necessary communication with CG breeding programs.
  4. To identify from Objectives 1, 2 and 3, promising approaches, methods and management strategies that should be considered in the Innovation Workshop as foundational inputs for formulating some recommendations
