Job Description

The mission of the Division of Health Promotion and Disease Prevention is to promote health, prevent disease and advance health equity among the people of New York City. Directing its most intensive efforts to communities with the greatest needs, the Division and its community partners seek innovative strategies to reduce the leading causes of death that incorporate policy change, program implementation and dissemination of health information. Key Job Responsibilities: The leading causes of death in New York City are chronic diseases, such as heart disease, stroke, cancer, diabetes, and chronic lung disease, which are often the result of behavioral risk factors such as smoking, unhealthy diet, and physical inactivity. These behavioral risk factors in turn are shaped by features of the physical and social environment, including racial and socioeconomic inequities, which exert their effect across the entire life span.

The Deputy Commissioner for Health Promotion and Disease Prevention is responsible for extending years of healthy life by addressing these problems. The New York City Department of Health and Mental Hygiene is known for its innovative approaches to health promotion and disease prevention. In particular, it has implemented ground-breaking, successful policies and programs in the area of tobacco control, obesity prevention, and promotion of healthy eating. The Deputy Commissioner for Health Promotion and Disease Prevention will have the opportunity to build on these successes by leading a large group of nationally-recognized public health experts within an agency committed to innovation and results. The Division of Health Promotion and Disease Prevention is organized in four bureaus: Chronic Disease Prevention and Tobacco Control; District Public Health Offices; Maternal, Infant and Reproductive Health; and School Health.

The Deputy Commissioner supervises Assistant Commissioners who oversee these Bureaus and interacts with outside entities such as community-based organizations, other government offices in city, state and federal level, elected officials, and other community leaders. The Deputy Commissioner reports directly to the Commissioner and advises the Commissioner on all health promotion and disease prevention issues.

Brief Description of the Bureaus Reporting to the Deputy Commissioner for the Division of Health Promotion and Disease Prevention: Chronic Disease Prevention and Tobacco Control: The Bureau aims to prevent cardiovascular disease, diabetes and to address underlying risk factors for chronic disease, such as obesity. In addition, Bureau seeks to reduce tobacco related death and illness among New York City residents through its five-point plan that includes, taxation, legal action, cessation, public education and evaluation and monitoring. The Bureau promotes healthy eating and physical activity through a variety of community-based and citywide programs and policy initiatives. Recent activities included hard hitting tobacco and anti-obesity campaigns, promotion of healthy foods in retail settings, and develop food standards for other city agencies and corporations.

District Public Health Office: The District Public Health Offices are located in high-need areas in the South Bronx, East and Central Harlem and North and Central Brooklyn. The DPHOs are responsible in promoting DOHMH initiatives, tailored to the community need on issues related, but not limited to, obesity, asthma, healthy food access, physical activity, tobacco control and pregnancy prevention. Maternal, Infant and Reproductive Health: The Bureau works to promote sexual, maternal perinatal and infant health. The Bureau also promotes breastfeeding and supports mothers and infants in achieving optimal health, through programs like Nurse-Family Partnership. School Health: The Bureau works closely with Department of Education to provide medical services and promote health of NYC's over one million school-aged children. Services include case management for chronic health problems, such as asthma, urgent care, medication administration and preventive counseling service.

Minimum Qual Requirements

  1. Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in an approved medical specialty; and four years of medical practice including one year of experience in an administrative or supervisory capacity; or
  2. A combination of education and/or experience equivalent to that listed in "1" above. However, all candidates must have a valid license to practice medicine in the State of New York, and one year of medical practice in an administrative or supervisory capacity.

Preferred Skills

• Master's degree in public health or doctorate in medicine required

• Three years' experience in public health practice, including extensive experience in management required

• Must possess broad knowledge of public health, particularly in area of chronic disease prevention, tobacco control and reproductive health.

• Excellent communication skills (written, verbal and interpersonal) and strong public speaking skills required.

• Proven leadership skills, including ability to manage a large team and evaluate multiple programmatic areas • Strong focus on strategic thinking, problem solving and being solution-focused

• Excellent program development skills, with proven success in instituting public health initiatives.

• Experience with financial and personnel management in a large organization
