Program Officer - PHIA Project

In partnership with the Centers for Disease Control and Prevention (CDC), ICAP is conducting population-based HIV impact assessments (PHIAs) in 13 PEPFAR-supported countries. PHIAs define the status of the HIV epidemic in their country, guide allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.

Reporting to the Senior Project Officer, the Program Officer provides implementation and operational support for PHIA projects and activities in a variety of assigned countries.

This position is grant funded

Major Accountabilities:

  • Assist in the overall management and implementation of PHIA projects by supporting planning, monitoring and reporting processes.
  • Assist in monitoring the progress of projects and activities towards the achievement of key objectives and deliverables, including identification of implementation challenges which may affect the quality of program performance. Contribute to the development of program planning and monitoring tools. Participate in country-based training activities.
  • Contribute to and coordinate the development of renewal/continuation applications, progress reports, and other program materials for internal and external communication.
  • Provide in-country support for operations activities to PHIA teams.
  • Prepare annual budgets in line with project workplans, and conduct periodic budget reviews and revisions when necessary. Review and monitor project expenditures in collaboration with headquarter and field finance staff.
  • Facilitate planning and coordination of project-related technical assistance provided by ICAP units and external consultants in support of project implementation.
  • Support management of prior approval requests, consultants and sub-agreements by participating in the development and/or review of each package. Coordinate response to donor inquiries regarding program activities.
  • Perform other related duties, as assigned.

Education:

  • Requires a Bachelor's Degree or equivalent in education and experience, plus three years of related experience.

Experience, Skills & Minimum Required Qualifications:

  • Experience in the management and operational requirements of donor-supported public health or development projects.
  • Experience with budget development and management
  • Excellent interpersonal, organizational, writing and verbal communication skills.
  • Strong experience in the use of Microsoft office software programs including Excel spreadsheets.

Experience, Skills & Preferred Qualifications:

  • Master's Degree in public health, public administration or a related field, plus two years of related experience.
